The Generalitat authorizes the Carbelfi Solar solar plant on non-developable land

The Generalitat has authorized the Carbelfi Solar photovoltaic plant on non-urbanizable land. The resolution is favorable and jointly grants the authorization for implementation on rustic land, the prior administrative authorization, and the administrative construction authorization for the project. The announcement is published in the Official Gazette of the Province of Valencia number 199, dated October 16, 2026, with the official reference 2026/10704.

The act proceeds from the Third Vice Presidency and Department of Environment, Infrastructure, Territory and Recovery, through the Territorial Service of Industry, Energy and Mines of Valencia, which processes file ATALFE/2022/57/46. The publication in the provincial gazette is the procedure that publicizes the administrative decision and makes it enforceable against third parties.

The same issue of the gazette contains another resolution from the aforementioned territorial service, in this case of the opposite nature: the withdrawal of the application for implementation authorization, prior administrative authorization, and construction authorization for the PSFV Picassent project, file ATALFE/2023/3/46, with reference 2026/12458.

Three authorizations in a single act

The favorable resolution accumulates three permits that sector regulations require successively for this type of installation:

• Authorization for implementation on non-urbanizable land: enables the occupation of land classified as rustic, outside of land suitable for urbanization.
• Prior administrative authorization: recognizes that the project meets the technical and administrative requirements for its launch as an electric energy production facility.
• Administrative construction authorization: allows for the physical execution of the plant’s works.

With these three, the promoter of Carbelfi Solar is in a position to develop the installation at the planned site, without the need for a new regional pronouncement prior to the start of the works.

The file identifier, ATALFE/2022/57/46, refers to a procedure initiated in 2022 in the territorial industry service, meaning the processing has extended until the resolution now published. The announcement identifies the project by its commercial name and its file number, which are the reference data for any inquiry or claim regarding the case.

The set shows that the Generalitat resolves photovoltaic files on rural land on a case-by-case basis, with approvals, denials, and withdrawals coexisting in the same official publication channel.

The authorization of Carbelfi Solar is relevant for estate owners and neighbors in the area because it is the step that converts a project on paper into an executable installation on non-urbanizable land.
