The Generalitat authorizes an additional 35.7 million for Healthcare due to sick leave

The Department of Economy, Finance and Public Administration has authorized a credit generation of 35,766,461.68 euros destined for the Department of Health, charged to the reimbursements of temporary disability benefits. The resolution, signed on September 22, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10471, of October 15, 2026, within section III of administrative acts, with the official reference DOGV-C-2026-30040.

The file, identified as 10.009/26 III part, responds to the proposal by the Department of Health itself to generate credits in chapter I of three budgetary programs. The origin of the funds is the income produced by the reimbursements of delegated Social Security benefits relating to the recovery of temporary disability (IT), which, according to the data provided by the department, correspond to the period between February and April 2026.

Three health programs receive the reinforcement

The operation affects chapter I of the programs 412B22 Hospital care, 412A00 Public health centers, and 313B00 Mental health and addictions, all of them belonging to the Department of Health. The total authorized amount amounts to 35,766,461.68 euros, and the resolution does not contemplate any other expenditure purpose.

The increase in the expenditure budget is proposed in the delegated management expenditure center of the aforementioned programs, for its subsequent distribution by centers, in accordance with the Action Plan for IT substitutions approved by the Department of Economy, Finance and Public Administration.

Where the money comes from: recovered sick leaves

The resolution authorizes, first, an increase in the revenue budget in application 381.02, Temporary disability reimbursements, for the total amount of 35,766,461.68 euros. The detail by applications is as follows:

• G01100201GE00000 I.38102: 34,679,129.96 euros.
• G01100203GE00000 I.38102: 403,528.48 euros.
• G01100205GE00000 I.38102: 683,803.24 euros.

Secondly, the corresponding credit increase in the expenditure budget is authorized, with this distribution:

• G01100201GESC000 G.412B22.19001 (hospital care): 34,679,129.96 euros.
• G01100203GESC000 G.412A00.19001 (public health centers): 403,528.48 euros.
• G01100205GESC000 G.313B00.19001 (mental health and addictions): 683,803.24 euros.

Legal basis and competence to resolve

The authorization is based on the provisions of articles 24 and 27 of Law 4/2026, of July 22, on the budgets of the Generalitat for the 2026 financial year. The competence to resolve derives from the Resolution of February 12, 2024 (DOGV 9792, of February 20, 2024), on the delegation of certain competencies to organs of the department.

The document was signed in València on September 22, 2026, by Alida C. Mas Taberner, undersecretary of Economy, Finance and Public Administration, and its official publication occurs nearly a month after the signing.

Impact

With this operation, the 2026 health budget incorporates an additional 35.7 million euros that do not depend on new funding, but rather on the effective recovery of benefits for sick leave already paid. The reinforcement is concentrated overwhelmingly in hospital care, which absorbs 97% of the total, while public health and mental health and addictions receive significantly smaller amounts. The measure allows for the replacement of healthcare personnel on temporary disability leave without detracting resources from other budget lines of the department.
