The Generalitat authorizes six energy storage plants in Vic

The Generalitat has authorized six electrical energy storage plants of 5.04 MW each and their evacuation infrastructures in the municipality of Vic, in the region of Osona. The resolutions, signed by the Director General of Energy, Marta Morera Marcé, on September 3, 2026, are published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9755, of September 21, 2026. The promoters are six companies from the Isabel Development group, all with registered offices at Passeig de la Castellana 259D, 14th floor, Madrid.

Resolutions TER/3245/2026 to TER/3250/2026 grant the prior administrative authorization and the administrative construction authorization for the facilities, issued by the Directorate General of Energy of the Department of Territory, Housing and Ecological Transition. The procedure is governed by Law 24/2013, of December 26, on the electricity sector; Royal Decree 1955/2000, of December 1; Decree 351/1987, of November 23, and Law 18/2008, on the guarantee and quality of electricity supply.

The projects underwent a simplified environmental assessment procedure (file OTAACC20250051), resolved by Resolution TER/4941/2025, of December 11, 2025, published in DOGC no. 9596, of February 3, 2026, which determines that an ordinary environmental impact assessment is not required. The application was submitted for public information via an announcement in DOGC no. 9668, of May 19, 2026, also displayed on the e-board until July 28, 2026.

All six are located at Carrer Cantonigròs, plot 8 (cadastral reference 0253604DG4405S0001TI), 08500 Vic.

Technical characteristics and evacuation

Each plant shares the same configuration:

Installed capacity of 5,040 kW and grid access capacity of 4,999 kW.
Maximum storable energy of 20,060 kWh and 4 hours of autonomy.
Four battery containers measuring 6,058 x 2,896 x 2,438 mm, with 48 modules and 5,015 kWh storable capacity each.
Six 210 kW inverters per container and a 0.69/25 kV transformation center with a 5,140 kVA transformer.
25 kV underground line, three-phase alternating current at 50 Hz, with sections of 35, 73, 98, 300, and 313 meters depending on the plant.
Connection point to the busbars of the SE Vic 25 kV of E-distribución Redes Digitales, SLU.

Plants VIC 1, VIC 2, and VIC 3 share one sectioning center, and VIC 4, VIC 5, and VIC 6 another, from which the line leading to the delivery point originates.

Procedures, deadlines, and budget

The total budget for the six installations amounts to 13,084,367.31 euros, with individual amounts between 2,118,479.98 euros (VIC 1) and 2,198,699.77 euros (VIC 3). The executive projects are signed by the technical engineer Juan José García Pajuelo, member no. 2117 of the Colegio Oficial de Peritos e Ingenieros Técnicos de Badajoz, dated February 2026.

The Gerència de Serveis d’Infraestructures Viàries i Mobilitat de la Diputació de Barcelona issued a favorable report with conditions on June 4, 2026, which the promoter responded to on August 3, 2026, with addenda and a modification of the layout to move it away from the C-153 road.
Red Eléctrica de España responded on June 12, 2026, stating that it did not oppose the project.
The other consulted bodies —Ajuntament de Vic, Consell Comarcal d’Osona, Oficina Territorial de Medi Ambient de la Catalunya Central, Protecció Civil, Agència Catalana de l’Aigua, Aigües de Vic, Telefònica, and Grup de Defensa del Ter, among others— did not issue a statement or present objections.
The deadline to commission the installations is two years from the publication of each resolution, extendable if requested at least one month in advance.
An administrative appeal may be filed against the resolutions before the Secretaria de Transició Ecològica within one month.

The authorization comes after a year and a half of processing, initiated with the applications submitted on March 3, 2025, and admitted for processing on March 14, 2025. For Osona, the decision consolidates Vic as an energy storage node with 30.24 MW of installed capacity and 120,360 kWh of storable capacity, a volume that places the debate over industrial land use and the impact of electrical infrastructures at the center of the local agenda.
