The Generalitat archives three photovoltaic plants due to unfavorable reports

The Generalitat Valenciana has archived three photovoltaic plant projects in the province of Valencia following the withdrawal of their promoters, motivated by unfavorable territorial, landscape, and municipal reports. The resolutions, signed by the Territorial Service of Industry, Energy, and Mines (STIEM) of Valencia, are published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10439, dated August 28, 2026.

The three files were processed under Decree-law 14/2020, of August 7, of the Consell, regarding measures to accelerate the implementation of renewable energy installations. In all cases, the report on territorial planning and landscape is binding and must be favorable in order to grant authorizations, according to article 25 of the aforementioned decree-law. The promoters alleged that the conditions received were impossible to fulfill.

Picayo Solar, in El Puig and Puçol

The resolution of June 22, 2026, accepts the withdrawal of Energia Frigoria, SLU (file ATALFE/2023/34/46) for the Picayo Solar plant, with a capacity of 4.95 MW, located in the districts of El Puig de Santa Maria and Puçol. The holder requested the archiving on June 8, 2026, after receiving unfavorable reports from the Directorate General of Natural Environment, the Territorial Planning Service, and iDE Grupo Iberdrola, which included conditions “that make it de facto unfavorable as their fulfillment is impossible.”

Bétera Solar, halted by the Carraixet ravine

The resolution of July 14, 2026, archives the Bétera Solar project, promoted by General Alavesa de Inversiones Futuras, SL (file ATALFE/2023/37/46), with a capacity of 1.524 MW and a hybrid wind installation of 15.4 kW for self-consumption, in the municipality of Bétera. The Territorial Risk Management Service considered that the plant “is not compatible due to its impact on the fluvial territorial corridor of the Carraixet ravine,” and the Júcar Hydrographic Confederation warned about the occupation of the ravine’s police zone. The holder withdrew on June 23 and ratified the decision on July 8, 2026.

PSFV Terrabona, rejected by the Picassent City Council

The resolution of July 15, 2026, accepts the withdrawal of SG Iberia 2031, SLU (file ATALFE/2023/11/46) for the PSFV Terrabona plant, with 954 kW, in Picassent. The promoter alleged the legal and technical inviability of the installation given the following conditions:

• The Picassent City Council expressly opposed it due to the high agrological capacity of the land, the impact on the landscape, the surroundings of the Torre Espioca, and the PAT de la Huerta.
• The Directorate General of Urbanism, Landscape, and Environmental Assessment warned that it did not evaluate the cumulative effects of neighboring installations.

A brake on the implementation of renewables

The three files, published in the administrative acts section of the DOGV, evidence the tension between the push for renewables and the protection of the territory and landscape in the Comunitat Valenciana. Since these are binding reports, the promoters chose to withdraw rather than accept conditions they considered unsustainable, which delays the planned photovoltaic capacity in the province of Valencia.
