The Generalitat increases aid to municipalities affected by the fire by five million

The Generalitat has authorized a credit extension of 5,000,000 euros to finance urgent direct-grant aid for the city councils affected by the forest fire declared on July 25, 2026, in several municipalities of the province of Castellón. The operation, processed at the proposal of the Valencian Agency for Safety and Emergency Response (AVSRE), is formalized in the Resolution of August 3, 2026, of the Department of Economy, Finance and Public Administration, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10457, of September 23, 2026, with reference DOGV-C-2026-28079.

The resolution is based on Article 48 of Law 1/2015, of February 6, on public finance, the instrumental public sector and subsidies, and on sections 1.n) and 2 of Article 25 of Law 6/2025, on the Generalitat budgets for the 2025 financial year, extended by Decree 204/2025, of December 26. The file, identified as 00.018/26, responds to the need to enable the subsidy line provided for in Decree 115/2026, of July 31, of the Consell, which approved the regulatory bases and the direct grant procedure for urgent aid to the affected city councils.

Article three of that decree set the maximum global amount of the aid at 5,000,000 euros and established that the credit would be allocated in the 2026 Generalitat budgets through the corresponding budgetary modification, under Article 168.1.c) of Law 1/2015. Article two also allowed for the updating of the list of beneficiary municipalities by resolution of the head of the department competent in emergencies, at the proposal of the AVSRE.

A new direct subsidy line

The resolution authorizes the credit extension in the budgetary application 107000000GE00000 G.221B00.46001, within chapter 4 of program 221B00, Emergencies, civil protection and firefighting, for an amount of 5,000,000 euros. Consequently, the inclusion of a new direct grant line 168.1.c) is approved with the following data:

• Line code: S2396
• Amount: 5,000,000 euros
• Grant method: direct grant under Article 168.1.c) of Law 1/2015
• Intended beneficiaries: city councils declared affected by the forest fire
• Purpose: municipal actions and expenses directly linked to the fire or to the civil protection measures adopted as a result of it
• Publication of data: yes

The beneficiary municipalities

The annex of Decree 115/2026, as amended by Decree 127/2026, of September 3, of the Consell (DOGV number 10445, of September 7, 2026, reference DOGV-C-2026-28062), lists the municipalities affected by the fire of July 25:

• La Vall d’Uixó, Betxí, Onda, La Vilavella, Artana, Eslida, Aín, Alcudia de Veo, Tales, Alfondeguilla, Nules and Chóvar.

Deadlines and extension to Tírig and Segorbe

Decree 127/2026 extended the aid regime to the fires declared in Tírig on August 7, 2026, which also affected Catí, Albocàsser, Culla and La Salzadella, and in Segorbe on August 20, 2026, which affected Gátova. The deadlines for submitting applications for the city councils are:

• Three months from August 10, 2026, for those affected by the fire of July 25.
• Three months from the day following the publication of the decree for the city councils of Tírig, Catí, Albocàsser, Culla and La Salzadella.
• Three months from the day following the publication for the city councils of Segorbe and Gátova.

The credit extension guarantees the budgetary coverage of aid granted directly and intended to cover municipal expenses for emergency, cleaning, repair of infrastructure and public services damaged by the fire. For the affected municipalities, the publication of the resolution unlocks effective access to the funds committed by the Consell following the fire of last July 25.
