La Fresneda submits the quad ordinance to public consultation

The Regulatory Ordinance on the Transit of Quads and Other Vehicles is Published in the Official Gazette of the Province of Teruel
The Plenary Session of the La Fresneda City Council, at its ordinary meeting held on June 30, 2026, provisionally approved the Regulatory Ordinance on the Transit of Quads and Other Vehicles. The agreement is published in Official Gazette of the Province of Teruel number 155, of August 17, 2026, under reference No. 2026-2441, as stated in the Local Administration section of the provincial gazette.
The regulation subject to public information responds to the need to regulate the use of quads and other vehicles in a municipality in the Matarraña region where recreational off-road activity has a significant presence. The provisional approval marks the beginning of the administrative procedure prior to the final entry into force of the ordinance.
Legal Framework and Public Information Procedure
The submission of the ordinance to public information is based on the following regulatory framework:
- Article 49 of Law 7/1985, of April 2, Regulating the Bases of Local Government
- Article 56 of the Consolidated Text of Local Government
- Article 140 of Law 7/1999, of April 9, on Local Administration of Aragon
- Article 130.2 of the Regulations on Assets, Activities, Services and Works of Local Entities of Aragon, approved by Decree 347/2002, of November 19, of the Government of Aragon
The public information period lasts 30 business days from the day following the insertion of the notice in the gazette, i.e., from August 18, 2026.
Period for Submitting Objections and Consultation of the Text
During the 30-day period, any interested party may examine the text of the ordinance at the municipal offices of La Fresneda and submit any objections they deem appropriate. Likewise, the full document is available on the City Council’s electronic headquarters at http://lafresneda.sedelectronica.es.
If no claims have been submitted after the 30-day period, the agreement shall be deemed finally approved. This circumstance would allow the ordinance to enter into force and the possibility of requiring compliance by users of quads and other vehicles affected by the regulation.
An Aragonese Municipality Seeking Coexistence
La Fresneda is a municipality in the Matarraña region (Teruel) that has seen the presence of recreational motor activities, specifically the circulation of quads, grow in recent years. The approval of this ordinance seeks to establish a regulatory framework to safeguard coexistence between the municipality’s residents and users of these vehicles.
The regulation responds to a growing demand for rules in Aragonese towns with natural landscapes that attract off-road sports enthusiasts, and it will establish clear rules on the transit of quads and other vehicles within the municipal district of La Fresneda.
