La Floresta initially approves the construction waste management ordinance
Por FactBox Admin

The City Council of La Floresta has initially approved Ordinance No. 28 on the management of construction waste, which is now subject to public consultation for thirty days. The agreement was reached at the Municipal Plenary on July 22, 2026, and is published in the Official Gazette of the Province of Lleida (no. 162, of August 25, 2026).
The new regulation, promoted by the City Council Plenary, aims to regulate the management of construction and demolition waste in the municipality and affects both builders and the residents of La Floresta. The file is processed in accordance with Article 178 of the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28, and Article 49 of Law 7/1985, of April 2, regulating the bases of the local regime.
Public information and deadlines
The file is subject to public consultation for a period of thirty days, starting from the day after the announcement is inserted in the official gazette. During this period, any interested person may examine the file and submit any claims they deem appropriate.
- Deadline for allegations: 30 days from the day after publication in the BOP.
- Consultation of the file: on the City Council website (www.floresta.cat).
- Deciding body: the Plenary of the City Council of La Floresta.
Who can submit allegations
The public consultation is open to any interested person, including individuals and construction sector companies operating in the municipality. The objective is for those affected by the new regulation to become aware of the content of the ordinance and provide their observations before the regulation becomes final.
The edict is electronically signed by the mayor, Arnau Salat Torres, on August 19, 2026, and can be consulted in full on the municipal website.
Final approval
If no claims have been submitted after the thirty-day period, the agreement will be considered definitively approved. Otherwise, the Plenary must resolve the submitted allegations before the final approval of the regulation.
This procedure guarantees citizen participation in the processing of municipal regulations, as required by local regime legislation, and allows the final text to incorporate contributions from residents and affected economic agents.
Impact on the municipality
The approval of the ordinance represents a step forward in the regulation of construction waste management in La Floresta, a municipality in the Segrià region. The regulation establishes a clear framework for builders and individuals and reinforces municipal control over the correct management of this waste, in line with Catalan and state regulations on waste.
