The Attorney General appoints Cisneros del Prado as anti-drug delegate in Algeciras

The Attorney General of the State, Teresa Peramato Martín, has appointed Juan Jacobo Cisneros del Prado as delegate of the Special Anti-Drug Prosecutor’s Office in the Algeciras Area Prosecutor’s Office, on an exclusive basis. The appointment is formalized by decree of July 7, 2026, published in the Official State Gazette (Boletín Oficial del Estado) number 224, of September 10, 2026, with reference BOE-A-2026-18915.
The position became vacant following the resignation of Macarena Arroyo Marín, delegate since 2017, who submitted her resignation upon being assigned for a period of six months, subject to extension, to the Special Anti-Drug Prosecutor’s Office. Her resignation was accepted by decree of the Attorney General of the State on May 21, 2026, published in the BOE on June 23.
A selection process with a single candidate
To fill the vacancy, the Chief Prosecutor of the Algeciras Area Prosecutor’s Office initiated Administrative File 14/26, notifying all prosecutors on staff and opening an application period. The sole applicant was Cisneros del Prado, who submitted his curriculum vitae.
- On May 28, 2026, the Chief Prosecutor of the Special Anti-Drug Prosecutor’s Office, Rosa Ana Morán Martínez, formally proposed Cisneros del Prado to the Attorney General of the State.
- The proposal highlighted his capacity for organization, coordination, and leadership, as well as the volume of work within the specialty at the prosecutor’s office, which justifies exclusive dedication.
- The Prosecutorial Council raised no objection to the appointment.
A profile with a long trajectory in Algeciras
Cisneros del Prado, born on April 10, 1967, is a prosecutor at the Algeciras Area Prosecutor’s Office and has an extensive career in the region. He was appointed Chief Prosecutor of the Algeciras Area by Royal Decree 450/2013, of June 14, 2013, a position from which he ceased by Royal Decree 390/2024, of April 16, 2024, after being awarded a second-category position in the same prosecutor’s office via Royal Decree 397/2024.
Legal framework and appeals
The appointment complies with the Regulations of the Public Prosecutor’s Office, approved by Royal Decree 305/2022, of May 3, whose article 62 regulates the designation of delegate prosecutors of the Special Prosecutor’s Offices by decree of the holder of the Attorney General of the State, upon a reasoned proposal from the Chief Chamber Prosecutor of the Special Prosecutor’s Office, following a report from the Chief Prosecutor of the corresponding prosecutor’s office and having heard the Prosecutorial Council.
Against the decree, which concludes the administrative route, an optional appeal for reversal may be filed within one month before the Fiscal Inspection of the Attorney General of the State or, alternatively, a contentious-administrative appeal before the Contentious-Administrative Chamber of the Supreme Court within two months.
The appointment reinforces the fight against drug trafficking in the Strait, one of the areas with the highest pressure from drug trafficking in Spain, by placing a prosecutor with extensive experience in the local jurisdiction and exclusive dedication to the specialty at the head of the anti-drug delegation of Algeciras.
