The FGR launches FISC@NET, a digital platform to report federal crimes
Por FactBox Admin

The Attorney General’s Office of the Republic has launched the Digital Complaint Platform (FISC@NET), an institutional electronic system to receive, channel, and track complaints and lawsuits for acts potentially constituting federal crimes. The decision was formalized in Agreement A/002/2026, signed by the Attorney General Ernestina Godoy Ramos on October 13, 2026, and published in the Official Gazette of the Federation on Thursday, October 22, 2026, in publication 290/2026.
The instrument is issued based on articles 21 and 102 section A of the Political Constitution of the United Mexican States, the Law of the Attorney General’s Office of the Republic, and the Organic Statute of the Attorney General’s Office of the Republic, as well as articles 221, 223, and 225 of the National Code of Criminal Procedure, which allow for the filing of complaints or lawsuits by any means. The Agreement entered into force the day following its publication, namely, October 23, 2026.
The regulation is supported by a chain of recent precedents: the Law of the Attorney General’s Office of the Republic, published on May 20, 2021; the Organic Statute, from June 19, 2023, reformed on April 8, 2025, and April 14, 2026; and the Strategic Plan for the Administration of Justice 2026-2029, disseminated on May 22, 2026, whose Axis 9 proposes “Strategic Management and Early Derivation” to guarantee prompt justice for victims.
A digital window open all year round
FISC@NET will be the channel for the digital reception of federal complaints and lawsuits and will operate twenty-four hours a day, three hundred and sixty-five days a year. The Specialized Office of Internal Affairs will direct and supervise the registration, channeling, and tracking of the matters received.
The Specialized Unit of Technological Infrastructure, Communications, and Systems will be the technical body responsible for the installation, configuration, creation of users and passwords, as well as the progressive interoperability with the Single Service Window, the Justici@Net tool, and other institutional systems. The dissemination and image of the platform will be the responsibility of the Social Communication Unit.
Deadlines and responsibilities
The transitory articles of Agreement A/002/2026 establish a precise calendar:
- 20 business days for the Specialized Office of Internal Affairs to issue the operating rules of the platform.
- 60 business days for the technical annex of those Rules, the responsibility of said office together with the technological unit.
- 15 business days for the specialized offices to designate the liaisons for the institutional accounts.
- 15 business days to create said institutional accounts.
- 60 business days as the maximum deadline for FISC@NET to become operational.
Complaints, previous channels, and personal data
Specialized prosecutor’s offices that receive a complaint must analyze the facts, determine the appropriateness of opening an investigation file, and initiate it, in adherence to the criteria of Article 223 of the Organic Statute. While the platform is not operational, federal jurisdiction complaints and lawsuits may be submitted on the page https://tudenuncia.fgr.org.mx.
The Agreement clarifies that the VISITEL, FISENET, and FISETEL platforms will continue to operate for matters within their competence. The information received will be handled in accordance with the General Law on the Protection of Personal Data in Possession of Obligated Parties, with a privacy notice available, and the Specialized Prosecutor’s Office for Human Rights will provide 24-hour telephone guidance at 55 5346 4249.
The change is important because it moves a gateway to federal justice into the digital environment, which until now depended on physically visiting an office or using dispersed platforms. With a maximum period of 60 business days for its launch, FISC@NET will be the test of whether the institution can convert citizen complaints into investigation files with traceability and without delays.
