The decision is detailed in Presidency Decree number 2026-3048, dated August 27, 2026, published in the Official Gazette of the Province of Teruel number 165, dated August 31, 2026.
The program is part of the “Aid Program for Town Councils of the Province of Teruel for the Renovation and Rehabilitation of Municipally-Owned Housing for Social Purposes 2026,” approved by the call of Presidency Decree 2026-2130, dated June 3, 2026 (BOP number 108, dated June 6). A distribution by points and percentages
The town councils are ordered according to the score obtained in the assessment of the Technical Valuation Commission, and receive grants of 70% or 80% of the cost according to their scale. The projects range from comprehensive rehabilitations to specific actions on roofs, facades, painting, bathrooms, or mosquito nets.

The granting is based on the General Grants Ordinance (BOP number 102, dated May 29, 2024) and the Strategic Grants Plan 2024-2027 (BOP number 25, dated February 5). The file included the favorable report of the Management Service (August 14), that of the Technical Valuation Commission (August 19), and the compliance report of the General Audit number 2026-0327, dated August 26. The resolution, signed by president Joaquín Juste Sanz, will be notified to the interested town councils and communicated to the BDNS.
Relevance for the rural environment
The measure seeks to stabilize the population in rural areas by providing decent housing to the smallest municipalities in the province, many of which are at risk of depopulation. The rehabilitation of municipal housing for social purposes allows town councils to offer accommodation to new residents and contribute to the territorial cohesion of Teruel.
