The DPT provides 25,000 euros in funding for the international promotion of the truffle

The Provincial Council of Teruel has granted a direct nominative subsidy of 25,000 euros to the European Institute of Mycology (EMI) for the implementation of international promotion activities for the Teruel Black Truffle 2026. The grant is formalized through the DPT Presidency Decree number 2026-3151, dated September 9, 2026, and is published in the Official Gazette of the Province of Teruel on September 11, 2026, number 174, under reference No. 2026-2645.
The resolution, signed by the president of the Council, Mr. Joaquín Juste Sanz, responds to the provincial institution’s consideration that it is convenient to sign a collaboration agreement with the EMI to promote the Teruel black truffle in international markets, a strategic sector for the province’s economy.
Regulatory Framework and Processing
The subsidy is granted charged to budget application 4120-48011 of the Corporation’s expenditure budget for the 2026 financial year, with a total amount of 25,000.00 euros and a credit retention identified as RC 2.2026.1.13423. The beneficiary entity is listed with CIF Q-4200503.
The file was processed in accordance with Law 38/2003, of November 17, General Law on Subsidies, the General Ordinance on Subsidies of March 27, 2024 (BOP 102 of May 29, 2024), and the Strategic Subsidy Plan 2024-2027, modified by Decree No. 2026-2417 of June 22 (BOP No. 120 of June 26), which includes the aforementioned agreement.
The processing of the file followed these milestones:
- July 1, 2026: presidency order to prepare the justifying report and the draft agreement.
- July 1, 2026: report-proposal from the Head of Agricultural Services proposing the approval of the agreement.
- September 8, 2026: auditing report from the General Comptroller (report no. 2026-0340), with complementary observations without suspensive effects.
- September 9, 2026: signing of the Presidency Decree approving the grant.
Obligations and Effects of the Resolution
The subsidy will be formalized in the corresponding agreement, which details the obligations and commitments of the grantee to apply for and justify the aid, channeling the grant through the bases included in the resolution, in accordance with DL 2/2023, of May 3, TRLSA. The resolution orders that a copy be sent to the Agricultural Service, the General Comptroller, and the European Institute of Mycology itself, as well as providing information about the grant to the National Subsidy Database.
Against the resolution, which exhausts administrative remedies, an optional appeal for reversal (recurso de reposición) may be filed before the president of the Provincial Council within one month of its notification, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court within two months, in accordance with Law 39/2015 and Law 29/1998.
Relevance for the province
The Teruel black truffle has established itself as one of the most distinctive agri-food products of the province, and its international projection is key to the economic development of a markedly rural territory. With this grant, the Provincial Council reinforces the positioning of the Trufa Negra de Teruel brand in foreign markets, supporting the work of the European Institute of Mycology as an entity specialized in the research and promotion of this fungus, whose cultivation and commercialization generate activity and employment in numerous municipalities of Teruel.
