The DPH resolves the subsidies against drug addiction with 120,000 euros.

The Provincial Council of Huesca has resolved the call for grants to non-profit entities working in the field of drug addiction and distributes 120,000 euros among ten organisations in the province. The agreement, adopted through Decree no. 2767, of 12 August 2026, signed by the president Isaac Claver Ortigosa, is published in the Official Bulletin of the Province of Huesca no. 154, of 14 August 2026, with reference BOPH-2026-154001.

The 2026 call, an extract of which appeared in BOP no. 82, of 5 May 2026, was processed under Article 27 of the Provincial Council’s General Grants Ordinance and Article 26 of Legislative Decree 2/2023, of 3 May, of the Government of Aragon, consolidated text of the Law on Grants of Aragon. The resolution is based on the pre-evaluation report of the instructing body, of 11 August 2026, and on the favourable prior audit report no. 923, of 12 August 2026.

The grants are paid as full advance payment, charged to budget item 2026.73.2313.48800 and to accounting document A no. 2026.2.0008637.000 of the Provincial Council’s 2026 budget.

Beneficiaries, projects and amounts

The selected entities run programmes for prevention and awareness-raising, outpatient treatment and residential care. The total amount requested was 193,034.32 euros and the amount granted was 120,000 euros, distributed as follows:

• Cáritas Diocesana Barbastro-Monzón (2,484.76): BARMON addiction prevention programme.
• Iglesia Evangélica Bautista de Huesca (7,484.76): care and reception for people with drug addiction problems.
• Asociación Impulsa para el Desarrollo y la Formación (2,484.76): educational workshops for the prevention of addictions and risk behaviours.
• Fundación Cruz Blanca (15,894.56): prevention and care for addictions from a biopsychosocial model.
• Asociación de atención y prevención de drogodependencias Ibón (22,362.78): care, reintegration and prevention with vulnerable groups.
• Asociación Aragón 3000 (2,484.76): “Aulas sin riesgos” project.
• Fundación Centro de solidaridad Interdiocesano de Huesca (22,362.78): prevention, detoxification and social reintegration.
• Casa Familiar San Lorenzo Hnos. Franciscanos de la Cruz Blanca (24,847.55): comprehensive residential care project, the largest amount.
• Plataforma del Voluntariado de Aragón (2,484.76): youth participation for a healthy life.
• Asociación familias contra las drogas del Valle de Benasque (17,108.53): prevention and care for addictions.

Distribution criteria

The distribution was calculated by score: the projects totaled 27.5 points, and each point was initially valued at €4,363.636. Since three projects exceeded the requested amount, the excess of €12,135.65 was redistributed among the other thirteen and, after a second allocation (€591.983 per point) and a final adjustment (€13.891 per point), no project remained above the requested amount.

If express waivers were to occur within the ten-day period established in the call for applications, the amount would be distributed among the remaining beneficiaries proportionally to their score, with the limit of 100% of the eligible expenditure.

Deadlines and obligations

The subsidized activity must be carried out between January 1 and December 31, 2026, and the justification of the contribution must be submitted through the Electronic Registry before February 28, 2027, in accordance with point ten of the call for applications.

• Beneficiaries that receive public aid exceeding €100,000 per year, or for which the aid represents at least 40% of their annual income with a minimum of €5,000, must publish the information on the subsidies received.
• The resolution, which exhausts the administrative remedy, may be challenged by an optional request before the same body or by an administrative contentious appeal before the Administrative Litigation Division of the Court of Instance, within two months from publication.

With this distribution, the Provincial Council of Huesca ensures funding for prevention, outpatient care and reintegration programs for people with addictions throughout the province, from Barbastro and Monzón to the Benasque Valley. For NGOs in the sector and their users, the subsidy is an essential support to maintain in 2026 a stable network of resources against drug addiction in Huesca’s urban and rural areas.
