The Provincial Council joins the Agrobiotech Park and opens a 30-day period for allegations

The Diputació de Lleida (Provincial Council of Lleida) has opened a public information period of 30 working days regarding the accession to the Consorci Parc Científic i Tecnològic Agroalimentari de Lleida (Parc Agrobiotech) and the initial ratification of the modification of the entity’s statutes. The agreement was approved by the Plenary of the Diputació in an ordinary session on October 15, 2026, and the initial approval edict is published in the Butlletí Oficial de la Província de Lleida (Official Gazette of the Province of Lleida) no. 209, of November 2, 2026, with the official reference BOP-2026_0_209_9119 (edict no. 9119, p. 1).

The published text fulfills the public exhibition procedure prior to final approval and affects the main agri-food research hub of the Ponent regions. The edict bears the signature of the corporation’s president, Joan Talarn i Gilabert, with an electronic signature date of October 22, 2026, and refers to the agreement adopted by Plenary no. 9/2026.

Three agreements in a single package

The Plenary of the Corporation, in an ordinary vote and by unanimity of those present, closed the debate with three linked resolutions, according to the session minutes published in the BOP de Lleida no. 201, of October 21, 2026 (BOP-2026_0_201_8748):

• Initially ratify the modification of the statutes of the Consorci Parc Científic i Tecnològic Agroalimentari de Lleida, in the terms contained in the file.
• Formally adhere to the Consortium.
• Designate the representatives of the Diputació to the Board of Directors of the Consortium, in accordance with article 10 of its statutes.

The representation remains in the hands of a single person: Joan Talarn i Gilabert, president of the Diputació de Lleida. The agreement does not detail the full composition of the governing body nor the distribution of votes among the consortium institutions, aspects which are referred to the statutory text deposited in the file.

One working month to submit allegations

The public information process opens from the date of the last publication of the announcement and has the following characteristics:

• Duration: 30 working days.
• Full consultation of the agreement: notice board of the Electronic Office of the Diputació de Lleida (https://seuelectronica.diputaciolleida.cat/taulerAnuncisPublic/listPublicacions).
• Submission of claims and allegations: before the Diputació, through any of the means permitted by Law 39/2015, of October 1, on the common administrative procedure of public administrations.
• Effect of the lack of claims: the accession and the statutory modification will be considered definitively approved.
• Effect of claims: the competent body will have a period of one month to resolve them.

The final paragraph of the edict carries a reference to the Consortium for Linguistic Normalization instead of the Agrobiotech Park, an entity to which the Provincial Council also adhered in the same Plenary session, a fact that points to a typing error in the official text.

The economic support already committed

The adhesion comes after the corporation consolidated financial support for the project. On July 24, 2026, the 100% disbursement of the grant awarded to the Agri-Food Science and Technology Park of Lleida was approved, framed within the collaboration agreement for the promotion of PCITAL for the 2026 financial year, for an amount of 200,000.00 euros, as stated in the BOP of Lleida no. 188, of October 2, 2026 (BOP-2026_0_188_8018).

By joining the organization, the Provincial Council moves from financing the park to being part of its governance structure, which opens the way for it to participate in decisions regarding the consortium’s strategy and not only in its economic sustainability.

Why it is relevant

The Agrobiotech Park is the institutional apparatus that articulates agri-food research and technology transfer around Lleida, and the modification of the statutes redefines its internal functioning just at the moment the Provincial Council joins as a partner. The 30 business days of public exhibition are the final window for city councils, sector entities, and citizens to question or amend the new distribution of power before it is finalized.
