Por FactBox Admin

The Provincial Council of Seville has granted a direct nominative grant in kind to the Sierra Sur Water Consortium to improve the drinking water pumping station of Osuna (Seville), through the construction of a new reservoir and the installation of anti-water hammer systems. The grant is approved by Resolution 6705/2026, of September 23, of the Deputy Delegate of the Area of Supramunicipal Public Services, and is published in the Official Gazette of the Province of Seville number 189, of Tuesday, September 29, 2026 (official reference: BOP-SE-2026-189006).
A grant in kind without financial disbursement
The grant is processed through the direct nominative award procedure provided for in article 22.2 a) of the General Grants Law 38/2003, of November 17, and complies with article 3 of Royal Decree 887/2006, of July 21, which approves its Regulation. As it is a grant in kind, no transfer of capital is applicable: the Provincial Council tenders and executes the work and makes it available to the beneficiary, meaning there is no financial disbursement or obligation to justify the expenditure.
The amount of the aid will be determined in the delivery-receipt act to be signed upon delivery of the executed investment, and will include the cost of the work and the associated expenses necessary for its correct execution. The action is included in file 25 of the Strategic Grants Plan of the Area of Supramunicipal Public Services for the 2024-2027 financial years, approved by Presidency Resolution No. 1013/2024, of March 6, and modified on eight occasions, the last one by Resolution No. 3028/2026, of May 12.
From 4,000 to 6,000 cubic meters per day
The stated objective is to provide the system with the infrastructure that allows for the integration of the municipalities of the Sierra Sur of Seville and guarantees the supply. The planned actions are:
- Improvement of the existing pumping station, with an increase in flow rates and the installation of the necessary anti-water hammer systems to protect pipes and conduits against sudden overpressures.
- Increasing the pumping capacity from the current 4,000 m³/day to 6,000 m³/day, with a flow rate of 252 m³/h.
- Construction of a new reservoir annexed to the pumping system, of 6,000 m³, which will allow for the storage of the maximum daily consumption and achieve at least 24 hours of reserve in the event of any breakdown or failure in the supply.
The application from the Consorcio de Aguas de la Sierra Sur, with NIF P9190003E, was submitted on February 19, 2026 (Ref. Sideral 17618), accompanied by the technical report of the actions. The file includes a favorable legal report from the General Administration Technician of the Area, dated August 4, 2026, and a report from the Funds Audit Office, dated September 8, 2026, in addition to certificates from the Provincial Treasury and from Treasury and Social Security certifying that the entity is up to date with its obligations.
Deadlines, incompatibilities, and appeals
The resolution will be notified to the beneficiary entity via SIDERAL registry exchange or through the Registry Interconnection System and concludes the administrative process. If the beneficiary does not express their opposition within ten calendar days from the day following the notification, it will be understood that they accept the grant in all its terms.
The aid is incompatible with other grants, income, or resources from any administration or public or private entity, national, European Union, or international, intended for the same purpose. Its granting will be communicated to the National Grants Database and will be published on the Corporation’s electronic notice board, in accordance with articles 18 and 20 of the General Grants Law and state and Andalusian transparency regulations.
An optional appeal for reversal may be filed against the announcement within one month before the same body that issued the act, or a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Seville within two months, both periods counted from the day following the publication. The announcement appears signed by the Secretary General, Fernando Fernández-Figueroa Guerrero, by delegation of Resolution No. 1221/2026, of March 3.
The intervention reinforces the water supply of the consortium municipalities of the Sierra Sur and responds to a provincial assistance competence recognized in articles 25.2 and 26.1 a) and 36.1 b) of Law 7/1985, Regulating the Bases of the Local Regime, and in article 9.4 a) of Law 5/2010, of June 11, on Local Autonomy of Andalusia. For the residents of Osuna and the rest of the region, the new reservoir and the anti-water hammer systems translate into a supply with greater capacity and sufficient reserves to handle breakdowns without prolonged outages.
