The Provincial Council opens the Rumblar drinking water plant for public consultation

The Provincial Council of Jaén has opened for public review the construction project for the new Rumblar drinking water treatment plant, as well as the list of assets and rights whose expropriation is necessary to carry out the works in the municipality of Linares. The decision was adopted via Resolution No. 706, dated September 21, 2026, by the Deputy-Delegate for Municipal Infrastructure, and is published in the Official Gazette of the Province of Jaén No. 187, dated September 25, 2026, under official reference 2026/4460.

The announcement was signed in Jaén on September 22, 2026, by the Deputy-Delegate for Municipal Infrastructure, José Luis Agea Martínez, and is categorized under the Local Administration section of the provincial gazette. The file affects both the design of the future purification infrastructure and the land that must be occupied to build it, allowing owners to file objections against the necessity of the occupation.

Twenty business days to file objections

The agreement provides for the project and the list of assets to be subject to public review for a period of twenty business days. Publicity is organized through announcements at the Linares City Council, in the Official Gazette of the Province, and in one of the province’s highest-circulation newspapers, in addition to personal notification to the interested parties.

The stated objective is to allow the holders of affected assets and rights to provide the appropriate data to rectify possible errors in the list included in the resolution or to oppose, for reasons of substance or form, the necessity of the occupation. For the sole purpose of correcting errors in the material and legal description of the assets, any natural or legal person may appear and present whatever background information or references they deem relevant.

A single affected owner in Annex I

The list of affected owners and assets is included in Annex I of the announcement and, according to the published text, consists of a single property:

• Owner: Gracia Abellán Villa.
• Cadastral reference: 23055A005000090000KK.
• Class and crop: rural.
• Expropriation: 50,864 square meters.
• Easement: 389 square meters.
• Temporary occupation: 913 square meters.
• Affected trees: 39 units.

Where to consult the file and submit documents

The documentation can be examined at the offices of the Municipal Infrastructure Area of the Council and on the notice board of the Electronic Office of the Provincial Council of Jaén. Additionally, the list of affected parties can be consulted at the Linares City Council.

Writings formulating allegations addressed to the Provincial Council may be submitted at the aforementioned offices, through the provincial electronic office, or using any of the modalities provided for in the current Common Administrative Procedure Act of Public Administrations.

The processing opens the door for those affected to discuss the surface area to be expropriated and the layout of the works before the Provincial Council definitively approves the occupation of the land. For the residents of Linares and the surroundings of El Rumblar, the file marks the previous step toward an infrastructure intended to reinforce the drinking water supply in the region; therefore, the period of twenty business days is the only formal window to present objections regarding the assets included in the list.
