The Provincial Council resolves the grants to renovate local clinics

The Provincial Council of Zamora has approved the final resolution of the call for grants under a competitive bidding process intended for local entities in the province for the renovation of medical clinics, corresponding to the 2026 fiscal year. The agreement is adopted in accordance with Decree number 2026-5782, dated September 7, 2026, and is published in the Official Gazette of the Province of Zamora number 106, dated September 11, 2026, in section III of Local Administration.

The call is part of the Strategic Grant Plan of the Provincial Council of Zamora 2026, approved by the plenary session on December 12, 2025, and published in BOP number 6. The regulatory bases were approved by presidential decree 2026-0856, dated February 17, 2026, and were published in BOP number 24, dated February 20, 2026. The deadline for submitting applications ended on March 20, 2026.

Allocation and financing

The grant line initially had an allocation of €520,000, charged to budget item 32 3120 76200. In the plenary session of June 12, 2026, a credit supplement of €156,000 was approved, such that the total amount allocated for the renovation of local clinics amounts to €676,000.

Beneficiaries and assessment

The evaluation commission, meeting on September 1, 2026, assessed the applications according to the criteria of the tenth base, which prioritize municipalities with smaller populations. The appeals submitted by the city councils of Morales del Vino and Villalcampo were upheld, and arithmetic errors in the provisional resolution published in BOP number 90, dated August 5, 2026, were corrected.

Among the beneficiaries are, among others, the city councils of Santa Cristina de la Polvorosa, Coreses, Villaralbo, Morales del Vino, Toro, Asturianos, Pedralba de la Pradería, Pías, Rionegro del Puente, Vega de Tera, Villafáfila, Gallegos del Pan, Manzanal de Arriba, Villar del Buey, Rabanales, Rábano de Aliste, Melgar de Tera, and Villalcampo.

Rejected applications

The resolution rejects several applications for failing to meet the requirements of the call:

• Ferreras de Arriba, Fuentelapeña, Maire de Castroponce, Roales, Robleda-Cervantes, San Martín de Valderaduey, Villanueva de Campeán and Villavendimio, for having been selected as beneficiaries in the 2025 call.
• San Vitero, for not being up to date with economic obligations to the Provincial Council.
• Santa Clara de Avedillo, for failing to justify that medical consultations are held at the premises.
• Valdefinjas, because the objective does not align with the clinic’s renovation.
• Villanueva de las Peras, for submitting the application after the deadline.

Beneficiaries must accept the granted subsidy within ten business days from the notification of the resolution; otherwise, it will be understood that they waive their request. The resolution, signed by president Javier Faúndez Domínguez, concludes the administrative process and may be appealed through a motion for reconsideration or before the contentious-administrative jurisdiction.

This call reinforces rural healthcare in the province, allowing small municipalities to undertake renovation, climate control, and energy efficiency works in clinics that serve as the first point of healthcare for thousands of residents of Zamora.
