The Provincial Council resolves the folklore grants for the town councils

The Provincial Council of Palencia has resolved the procedure for granting subsidies to the municipalities of the province for the contracting of activities related to folklore. The resolution, issued by Decree of the Madam President of the Council dated December 17, 2025, is published in the Official Gazette of the Province of Palencia number 154, dated December 24, 2025, and concludes the administrative process.

The call for these grants, processed under a competitive bidding system, was published in the BOP dated March 19, 2025, with the identifier BDNS 821024, endowed with an initial amount of 60,000 euros charged to budget item 52 33407 46201 114 of the current budget. The resolution is adopted in view of the proposals formulated by the Culture Information Commission in its sessions of November 18 and December 16, 2025.

Scope of the resolution

The agreement provides for an expenditure amounting to 37,704.80 euros, charged to item 52 33407 46201 114, to grant the corresponding subsidies to the entities listed in Annex I of the decree, in the amounts specified therein. Likewise, the applications from the entities included in Annex II are denied for the reasons detailed in the document itself.

The resolution is structured into seven sections:

• First: to arrange the expenditure and grant the subsidies in Annex I, denying those in Annex II.
• Second: to accept the documentation submitted as justification for the performance of the subsidized activity.
• Third: to approve the expenditure justifications and authorize the payment in favor of the entities, charged to item 52.33406.46203.114.
• Fourth: to effect payment via bank transfer in favor of the beneficiary entities.
• Fifth: to remind the beneficiary entities of their obligations in accordance with the bases and the General Subsidy Ordinance.
• Sixth: to publish the resolution in the BOP, which shall be understood as notification to the interested parties.
• Seventh: to indicate the applicable appeals against the resolution.

Regulatory framework

The resolution is issued under articles 23, 24, 25, and 26 of the General Subsidy Law 38/2003, of November 21, articles 16, 17, and 18 of the General Subsidy Ordinance of the Provincial Council of Palencia, the Budget Execution Bases, and other applicable provisions.

Appeals and deadlines

No administrative appeal may be filed against this resolution, although interested parties may, optionally, submit a prior request before filing a contentious-administrative appeal before the same body that issued it, within two months from the day following its publication in the BOP. The contentious-administrative appeal may be filed before the Contentious-Administrative Court of Palencia, within two months from the notification of the resolution of the request or from its dismissal by administrative silence.

The resolution was signed in Palencia on December 18, 2025, by the General Secretary, Virginia Losa Muñiz.

Relevance for the municipalities

This resolution materializes the provincial institution’s support for the cultural programming of the municipalities of Palencia, allowing city councils to contract folklore activities that revitalize the social and cultural life of the towns. Publication in the official bulletin guarantees the transparency of the procedure and notification to all requesting entities, both beneficiaries and those denied.
