The Provincial Council distributes equipment grants to twelve municipal libraries

The Provincial Council of Huesca has resolved the call for grants to city councils for the renovation and equipping of municipal library spaces for 2026, granting aid to 12 libraries and exhausting the available budget credit. The resolution, adopted by the Presidency of the Corporation through Decrees No. 2602 and No. 2754, is published in the Official Gazette of the Province of Huesca No. 170, dated Monday, September 7, 2026, with reference CSV BOPH-2026-170002.

The call, whose summary was published in the BOP of Huesca No. 125, dated July 3, 2026, and in the National Grants Database (identifier 916930), is governed by the rules approved by Decree No. 2346, dated July 1, 2026. The grants are financed through budget application 42 3321 762000 of the Corporation’s 2026 Budget and are granted in order of registration until the available credit is exhausted.

Beneficiaries and amounts

Decree No. 2602, dated July 24, 2026, grants subsidies to 11 city councils, mostly at 80% of the eligible expenditure:

  • Estadilla (Municipal Public Library): €11,601.78
  • Almudévar (Pedro Saputo Library): €11,337.45
  • Alcolea de Cinca: €8,676.76
  • Tamarite de Litera: €5,922.46
  • Peralta de Alcofea (Hnos. Naval-Cavero Library): €5,819.43
  • Castejón del Puente: €5,471.72
  • Graus (Baltasar Gracián Library): €4,439.00
  • Monzón (Ramón J. Sender Library): €2,443.72 (60%)
  • Benasque: €1,480.00
  • San Esteban de Litera: €1,440.00
  • Castejón de Monegros: €1,161.38

The funded activities include minor works, climate control and insulation (such as photovoltaic panels in Estadilla), equipment and furniture, and technological equipment (computers, laptops, projectors, and tablets).

The remainder and the grant to Labuerda

After the first resolution, an unassigned balance of €206.3 remained. Through Decree No. 2754, dated August 7, 2026, the Presidency granted this remainder to Labuerda (Municipal Public Library), which had submitted a new application adjusting its request to the available credit, for an amount of €206.30 (50.94%) for the acquisition of shelving. With this grant, the credit for the call was definitively exhausted.

Rejected applications

The exhaustion of the credit led to the rejection of numerous applications submitted subsequently, due to insufficient or exhausted budget credit:

  • Castillonroy, Alcampell, Aínsa-Sobrarbe, Boltaña, Lanaja, Benabarre, Biescas, Lalueza, Sabiñánigo (Rosa Regás Library), Sallent de Gállego, Grañén, Sariñena (“Antonio Beltrán” Library) and Naval, in Decree No. 2602.
  • Abizanda (CEDAS Pedro Santorromán Library), in Decree No. 2754.

The grants must be justified before November 3, 2026, and the submission of proof of actual payment concludes on November 16, 2026. This resolution exhausts the administrative route; interested parties may file a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Huesca within two months.

The resolution, signed by president Isaac Claver Ortigosa, closes the 2026 call and excludes a portion of the province’s library network, which must wait for future calls to renew its equipment.
