The Provincial Council distributes 314,000 euros in agricultural security grants

The Provincial Council of Palencia has resolved to grant 313,999.83 euros in competitive grants aimed at the agricultural sector to finance the improvement of health and safety conditions in workplaces within municipalities of fewer than 2,000 inhabitants in the province. The resolution, adopted by Decree of the President, Ms. Ángeles Armisén Pedrejón, on September 4, 2026, is published in the Official Gazette of the Province of Palencia number 108, dated September 9, 2026 (BDNS: 897054).
The call, published in the BOP on April 10, 2026, was endowed with an initial amount of 314,000.00 euros charged to budget item 38/4121/77001/024 of the current Budget. The proposal was submitted by the Information Commission for Rural Development, Environment, and Civil Protection in a session held on August 25, 2026, by virtue of the competence assigned in the Eighth Base.
Beneficiaries and funded actions
The grants are awarded to freelancers, companies, cooperatives, civil societies, communities of assets, and shared-ownership farms, which presented a total budget of 4,715,924.30 euros, of which 627,999.66 euros were justified and a final grant of 313,999.83 euros was awarded. The subsidized actions include:
- Acquisition of agricultural machinery (seeders, tractors, fertilizer spreaders, sprayers, GPS auto-steering).
- Conditioning and paving of warehouses and storage facilities.
- Installation of diesel tanks, electrical systems, ventilation, and video surveillance.
- Enclosures, sliding doors, and access automation for farms.
- Safety equipment such as fire-fighting weights, tractor seats, and platforms with reinforced cradles.
Denials and deadlines
Annex II of the resolution lists 23 denied applications, for failing to comply with the rules of the call or for failing to rectify the required documentation. Among the reasons are “Does not comply with Bases” and “Does not rectify.”
The payment of the grants will be made via bank transfer to the beneficiaries, and the deadline for the reporting of execution and justification of the grant is extended until November 27, 2026. Beneficiaries are obliged to comply with the rules governing the call and the General Grant Ordinance of the Provincial Council.
Appeals
Against the resolution, which exhausts administrative remedies, an optional appeal for reversal (recurso de reposición) may be filed within one month before the President of the Provincial Council, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Palencia within two months, in accordance with Law 29/1998, of July 13. The resolution is published in the BOP, which constitutes notification to the interested parties pursuant to article 45.1.b) of Law 39/2015.
The publication of this resolution represents a significant boost for occupational safety in the rural environment of Palencia, by allowing small farmers and livestock breeders from the smallest municipalities to modernize their facilities and machinery. In doing so, the Provincial Council reinforces risk prevention in a sector with high accident rates and contributes to stabilizing the population and economic activity in the territory.
