The Provincial Council distributes 200,000 euros in development cooperation grants

The Provincial Council of Palencia has resolved the 2026 call for grants regarding Development Cooperation, with a budget of 200,000 euros. The resolution, signed by the first vice-president, Mª José de la Fuente Fombellida, is published in the Official Gazette of the Province of Palencia number 103, dated August 28, 2026 (reference BDNS 891541).

The call, published in the BOP on March 11, 2026, is financed by budget item 43.23112.48901.011 of the current budget. The proposal for granting was submitted by the Information Commission for Social Services, Youth and Equality in the session of August 18, 2026, and the procedure is governed by Law 38/2003, of November 17, General Law on Subsidies, and the General Subsidy Ordinance of the Council.

Three funding modalities

The grants are organized into three modalities. Modality A (partial funding) distributes 118,378.99 euros; modality B (full funding) totals 69,999.61 euros; and modality C (humanitarian aid) reaches 11,621.40 euros. In total, the three annexes sum up to the 200,000 euros of the call.

Beneficiaries and projects

The funded projects are developed in countries across Latin America, Africa, and Asia, in areas such as access to water, education, food security, and women’s empowerment. Among the beneficiary entities are:

• Spanish Red Cross (15,000 €): access to safe water with a gender perspective in Santiago de Puringla (Honduras).
• Asociación Solidaridad Globalizada (15,000 €): school canteen in Boca del Monte, Copán (Honduras).
• AMYCOS, ONG para la Cooperación Solidaria (15,000 €): human right to water in Cantón Soledad, Cuscatlán Sur (El Salvador).
• Asociación Solidaridad Educación Desarrollo (14,994.67 €): economic autonomy for women in Comayagua (Honduras).
• COVIDE-AMVE (13,768.69 €): food security and educational infrastructure in Chokwe, Gaza (Mozambique).
• Fundación Hombres Nuevos (14,942 €): violence-free education in Santa Cruz de la Sierra (Bolivia).
• Manos Unidas (15,000 €): food security and climate resilience in Cerca-la-Source (Haiti).
• Rekko Ibérica (15,000 €): right to food for early childhood in Yepocapa (Guatemala).
• Solidaridad con América Latina Castilla y León (15,000 €): girls, boys, and youth of El Alto (Bolivia).
• Fundación Taller de Solidaridad (15,000 €): technical-productive education with a gender perspective in Ushpa-Ushpa (Bolivia).
• Alba Asociación Benéfica (8,900 €): care for minors at risk of exclusion in El Alto (Bolivia).
• Misión América (14,806 €): inclusive educational spaces in Ciudad Guayana (Venezuela).
• Asociación Sociocultural Amigos del Chira (14,954.52 €): integration and development of youth in Paita (Peru).

Under modality B, two projects are fully funded: the Asamblea de Cooperación por la Paz (34,999.61 €) for rainwater harvesting systems in Saquitacaj (Guatemala), and Amigos del Congo (35,000 €) for the construction of two classrooms at Alpha School (Democratic Republic of the Congo). Under modality C, the Asociación de Amigos del Pueblo Saharaui de Palencia receives 11,621.40 € to supply 75 food and medical supply kits to Sahrawi refugee families in Algeria.

Payment and justification

The grants will be paid via bank transfer, with a 100% advance of their amount: 75% is paid into the entity’s account and the remaining 25% is withheld as a guarantee for the correct execution and justification of the project. The deadline for submitting the justification ends on July 31, 2027. The resolution, dated August 24, 2026, was signed by the secretary general, Virginia Losa Muñiz.

The resolution consolidates the commitment of the Provincial Council of Palencia to international cooperation, channeling public funds toward social impact projects in developing countries. Publication in the BOP ensures the transparency of the procedure and allows citizens to know the destination of the resources.
