The Provincial Council renews the secretaries of its informative commissions

The Provincial Council of Burgos has renewed the delegation of the Secretariat function for its informative commissions through Presidency Decree number 2026008738, dated August 26, 2026, published in the Official Gazette of the Province of Burgos number 171, dated September 9, 2026 (reference BOPBUR-2026-03753). The resolution, adopted upon the proposal of the general secretary, updates the holders and substitutes responsible for exercising public faith within the institution’s collegiate bodies.

The decree entirely replaces Presidency Decree number 7,874, dated August 1, 2023, which has been rendered null and void in its entirety. According to the text itself, the update is a response to the time elapsed and, primarily, to the retirements that have occurred among the personnel performing these duties.

Regulatory Framework

The delegation is supported by Article 3.2 of Royal Decree 128/2018, of March 16, which regulates the legal regime of local administration officials with national qualification, and Articles 15 and 16 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. The informative commissions were created by the Plenary in an extraordinary session on July 28, 2023, following the constitution of the Corporation resulting from the local elections of May 28, 2023.

New Holders and Substitutes

The decree entrusts the Secretariat function to the following personnel, along with their respective substitutes:

• Human Resources Commission: principal Marina Muñoz Plaza; alternates David Baños Guerrero and Beatriz Andueza González.
• Treasury Commission and Special Accounts Commission: principal Luis Alberto Gutiérrez Gutiérrez; alternates Ricardo Pascual Merino and Mónica Sainz de Aja.
• Procurement Commission and Purchasing, IT and Electronic Administration Board: principal Cristina Clara Ruiz Pérez; alternates Manuel Aylón Sierra, Marta Hernaiz Rodríguez and Pedro Burgos Lázaro.
• Municipal Assistance Commission (Legal and Urban Planning Advice, Architecture and Environment): principal Mónica Mediavilla Pascual; alternates María Luisa Munguía Barriuso, Alicia Descalzo Pino and Carmen Laura Navazo.
• Education and Culture Commission: principal Alberto Luque Cortina; alternates Lourdes Marijuán Rodríguez, Víctor Abascal Díez, Marta López Echazarreta and María Jesús Quintana Palacios.
• Social Action Commission: principal Elena Elvira Posteguillo; alternates Ana Aguado García and Fernando Rodríguez Revuelta.
• Trade, Consumption and Rural Employment Commission: principal José Antonio Gómez Yagüe; alternates María José Astondoa Huidobro and Asunción Talayero Castrillo.
• Demographic Challenge and European Funds Commission: principal Mónica Mediavilla Pascual; alternates Eva Santillana Alonso and Elena Elvira Posteguillo.
• Provincial Plans, Roads and Works Commission: principal Eva Santillana Alonso; alternates Elia Ramos Vicente, Isabel Martínez Riberas and Susana Cogollos Rubio.
• Administrative Modernization and New Technologies Commission: principal Javier Peña Alonso; alternates M.ª Carmen Luera Palacios and Jorge Pérez Díez.
• Firefighting, Civil Protection, Agriculture, Livestock and Integrated Water Cycle Commission: principal Isabel Martínez Riberas; alternates Virginia Baz Urzanqui, Juan Carlos Saiz Castañeda and Ángel Bermejo Alonso.

Operating Rules

The resolution also establishes procedural rules for the commission secretaries: ordinary sessions shall follow the frequency established in the first session; notices shall be sent at least two business days in advance, except for extraordinary and urgent sessions, which must justify the urgency. Principals may be substituted by deputies from their own political group, and secretaries shall send copies of notices and minutes to the General Secretariat. When a commission covers matters from different units, the principal secretary shall preferentially act.

The resolution entered into force on the day of its signing, without prejudice to its publication in the bulletin. An optional appeal for reversal may be filed before the president within one month, or a direct challenge may be brought before the Contentious-Administrative Section of the Court of First Instance of Burgos within two months, counted from the day following publication. The text appears signed by the secretary general, José Luis M.ª González de Miguel.

The renewal guarantees the continuity and correct functioning of the collegiate bodies of the Provincial Council, ensuring that the function of public certification is covered by active personnel following the recorded retirements, an essential aspect for the processing of matters that the Plenary must resolve.
