The Provincial Council appoints Inés Arconada as a career civil servant psychologist

The Provincial Council of Zamora has appointed Inés Arconada Díez as a career civil servant in the position of psychologist, stationed in the municipality of Camarzana de Tera (Zamora). The appointment is formalized through presidential decree number 2026-5590, dated August 31, 2026, and is published in the Official Gazette of the Province of Zamora number 102, dated September 2, 2026.

The resolution, signed by the president of the institution, Javier Faúndez Domínguez, concludes the selection process convened to fill a vacant position in the health and social assistance service, which was budgetarily provided for and not occupied by a career civil servant.

A selection process initiated in 2023

The psychologist position was announced via presidential decree number 2023-3132, dated May 8, 2023, with a rectification of errors in decree 2023-3303, dated May 12, 2023. It was included in the local entity’s 2022 public employment offer, within the special administration scale, technical subscale, superior class.

The qualifying tribunal proposed the candidate who passed the tests, and the final list of successful candidates was published via presidential decree number 2026-3829, dated June 18, 2026, in the Official Gazette of the Province of Zamora number 74, dated June 24, 2026. Following the submission of the required documentation and the selection of the offered post, the appointment has been processed.

The awarded position

The awarded position corresponds to the psychologist post with the following characteristics:

  • RPT Code: 103, provision by competition, group/subgroup A/A1.
  • Destination supplement level: 24.
  • Specific supplement: €14,050.60.
  • Assignment unit: Health and Social Assistance Service, Social Assistance Section, North Zone Intervention Team.
  • Work center: Camarzana de Tera (province of Zamora).

The assignment is permanent, equivalent for all purposes to those obtained by competition, in accordance with the thirteenth clause of the selection process.

Assumption of office and requirements

The assumption of office must take place before the president of the Provincial Council within one month from the day following the publication of the appointment in the official gazette. Prior to taking office, the new civil servant must take an oath or promise to abide by the Constitution, the Statute of Autonomy of Castilla y León, and the rest of the legal system, and submit a declaration of no incompatibilities.

If the deadline passes without taking office without a duly justified cause, the rights acquired during the selection process shall be forfeited. Against the resolution, which exhausts the administrative route, an appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Zamora within two months.

With this appointment, the Provincial Council consolidates the regulated coverage of a position within the health and social assistance service, reinforcing psychological care in the northern area of the province and providing stability to a position that until now could be covered by interim personnel.
