The Provincial Council modifies the annual procurement plan and incorporates intelligent signaling

The Governing Board of the Provincial Council of Castellón unanimously approved on September 15, 2026, modification 4 of the 2026 Annual Procurement Plan, which urgently incorporates the supply contract for urban furniture and intelligent signaling and traffic counting systems for provincial roads, with an initial amount of 1,000,000 euros, VAT included. The agreement is published in the Official Gazette of the Province of Castellón no. 113, of September 19, 2026, under reference 04108-2026-U and file 6348/2025.

The original plan was approved by plenary agreement on December 16, 2025, and published in the Official Gazette of the Province of Castellón no. 151, of December 18, 2025. The plan itself provides for the possibility of modification, which is the competence of the Governing Board, and the proposal originates from the Roads Service due to the urgency of including a new procurement in the fiscal year.

The processing complies with article 28.4 of Law 9/2017, of November 8, on Public Sector Contracts, and has the favorable opinion of the Information Commission on Economy, Finance, Good Governance and Special Accounts. The agreement also orders the publication of the plan in the BOP and on the institution’s Transparency Portal.

The contract incorporated by urgency

The new file is incorporated into the Roads block of the plan with the following characteristics:

• Object: supply contract for urban furniture and intelligent signaling and traffic counting systems for the roads of the Provincial Council of Castellón.
• Procedure: open.
• CPV Codes: 34928400-2, “Urban furniture”, and 34992100-8, “Luminous traffic signs”.
• Budgetary application: 45300/6190300.
• Initial contract amount, VAT included: 1,000,000.00 euros.

The rest of the roads and public works plan

The modification maintains the rest of the actions already planned in the same area:

• Maintenance contract for tracks and paths: 1,350,000.00 euros.
• Improvement and maintenance actions on paved rural roads: 200,000.00 euros.
• Repair, maintenance, and associated services related to roads and other equipment: open procedure, CPV 50230000-6.

The plan also includes other reference procurements for the year, such as the supply of office furniture and school furniture (52,886.35 euros and 17,000.00 euros, respectively), the comprehensive printing service for books and publications (75,000.00 euros), the security and surveillance contract (1,902,490.52 euros annually), or the school transport service (755,000.00 euros).

Publication and signing of the announcement

The announcement is made public “for general knowledge” and is signed in Castellón de la Plana on September 16, 2026, by the delegated deputy for Contracting and Procurement, M.ª Ángeles Pallarés Cifre, and by the general secretary, Manuel Pesudo. The modification is approved with the plan “redactat en els termes en què apareix en l’expedient” [drafted in the terms in which it appears in the file], without detailing amount variations relative to the previous wording in the announcement.

The urgent incorporation of this contract reinforces the commitment of the Diputació Provincial de Castelló to modernize the signage and road equipment of the provincial network, with an open tender of one million euros that may be contested by companies in the sector. For the municipalities and users of the provincial roads, the file translates into new provisions of urban furniture and intelligent signaling and capacity systems, the execution of which is now budgetarily and administratively enabled within the 2026 fiscal year.
