The Provincial Council increases the budget for the Monforte market project to 1.5 million

The Plenary of the Provincial Council of Alicante, in an ordinary session on September 9, 2026, approved the modification of the PLANIFICA plan to increase the tender budget for the New Municipal Food Market of Monforte del Cid from 1,174,099.28 to 1,526,329.06 euros. The agreement is published in the Official Gazette of the Province of Alicante (BOP) No. 178, dated September 18, 2026, Section III Local Administration, under reference 7030 / 2026. The provincial subsidy for this action increases from 699,798.20 to 903,966.07 euros.

The framework for the decision is PLANIFICA: Investment and Financing Plan for Infrastructures of the Province of Alicante, corresponding to the Provincial Plan for Cooperation in Works and Services of Municipal Competence 2020-2023. The modification is processed at the request of the City Council of Monforte del Cid and affects work No. 193 of the plan, identified as 2020.PLA.193, which the Provincial Council executes as the contracting and executing body for both the project drafting and the construction.

A tender declared void on two occasions

The agreement justifies the increase on the grounds that the tender was declared void on two occasions, which necessitated requesting a market price update from the project designer. This revision increases the execution budget by 352,229.78 euros compared to the previous situation.

The new distribution by financial agents is as follows:

• Total work: 1,526,329.06 euros.
• Contribution from the Provincial Council: 903,966.07 euros.
• Contribution from the City Council of Monforte del Cid: 622,362.99 euros.

Distribution by annual installments and accounting adjustments

The financing plan is reorganized between 2026 and 2028, eliminating the 2025 installment:

• 2026: 70,011.35 euros from the Provincial Council and 47,398.58 euros from the City Council.
• 2027: 629,786.85 euros from the Provincial Council and 426,902.50 euros from the City Council.
• 2028: 204,167.87 euros from the Provincial Council and 148,061.91 euros from the City Council.

The agreement authorizes a multi-year expenditure in 2028 for 352,229.78 euros, charged to application 24.4591.6502000 (“Provincial Plan Cooper. Municipal Works and Services 2020-2023, Planifica City Councils”), along with the associated income commitments in application 76214 (“Municipal Contributions to the Provincial Plan for Cooperation in Municipal Works and Services”). Additionally, the 2025 installment of 58,704.96 euros is suppressed, and the 2026 installment is increased by the same amount.

Public exhibition and publicity

The modification is subject to public exhibition in the Official Gazette of the Province for ten days for the submission of claims and allegations, in accordance with Article 32 of Royal Legislative Decree 781/1986, of April 18. The modifications will be considered definitively approved once this period has elapsed without claims or when those submitted have been resolved.

The agreement will be notified to the City Council of Monforte del Cid and will be reflected in the National Grants Database, pursuant to Article 20.8 a) of Law 38/2003, of November 17, General Grants Law, in accordance with the active publicity obligations of the Transparency Ordinance of the Provincial Council, approved by the Deputy of Good Governance Decree no. 10371, of December 22, 2016.

The increase unlocks municipal infrastructure that had been stalled by two tenders without bids and shifts a greater investment effort to the City Council of Monforte del Cid, which will assume 622,362.99 euros until 2028. The publication in the BOP now opens the period for neighborhood and institutional appeals before the work can be tendered again with updated prices.
