The Provincial Council allocates three million to municipalities affected by fires

The Provincial Council of Guadalajara has finalized credit modification no. 28/2026 to the General Budget, endowed with 3,000,000 euros from the treasury surplus for general expenses. The agreement, adopted in the Plenary session of July 30, 2026, is published in the Official Gazette of the Province of Guadalajara number 162, dated August 25, 2026, after no allegations were presented during the public exhibition period.

The operation is processed under the modality of Credit Supplement and Extraordinary Credit, and its priority purpose is to assist municipalities affected by the 2026 fires, as well as the repair of damaged roads and paths. The file, instructed by the Intervention Service, is based on article 169.1, by referral of 177.2, of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries.

An extraordinary credit of two million for reconstruction

The bulk of the operation, 2,000,000 euros, is structured as an extraordinary credit and is focused on the response to damages caused by fire. The entries in the expenditure applications are distributed as follows:

• Investments in municipalities affected by fires (application 1501 65000): 100,000.00 €.
• Maintenance of roads affected by fires (application 453 61901): 700,000.00 €.
• Repair of paths due to fires (application 454 65005): 200,000.00 €.
• Subsidies to city councils. 2026 Fires (application 912 76202): 1,000,000.00 €.

A supplement of one million for supplies and services

In parallel, a credit supplement in the amount of 1,000,000 euros is approved to reinforce operating and supply items, with the following breakdown:

• Other supplies (application 1501 22198): 100,000.00 €.
• Other supplies. Water supply (application 1501 22199): 500,000.00 €.
• Other work performed by other companies and professionals (application 1501 22799): 100,000.00 €.
• Other supplies (application 414 22199): 200,000.00 €.
• Gratuities (application 9200 151): 100,000.00 €.

The entire operation is financed through the revenue application 87000, Treasury Surplus for General Expenses, for a total of 3,000,000.00 €.

Appeal period

Against the agreement, and in accordance with Article 171 of Royal Legislative Decree 2/2004, by referral of 179.4, interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha within two months from the day following the publication of the announcement. The document, signed in Guadalajara on August 24, 2026, by the president, José Luis Vega Pérez, thus enters into force so that the provincial institution may mobilize resources toward the municipalities most affected by the fire.

The measure represents a provincial-scale budgetary reinforcement that will allow affected city councils to tackle the reconstruction of infrastructure and roads, as well as guarantee the water supply in a summer marked by fires. For the residents of the province, the allocation of direct grants to the councils is the most immediate way to channel aid toward the damaged towns.
