The Provincial Council withdraws tourism grants from two entities

The Provincial Council of Jaén, through its Promotion and Tourism Area, has declared two non-profit entities as having withdrawn from the 2026 call for grants for tourism promotion events, as they failed to correct the deficiencies indicated during the rectification process. This decision is detailed in Resolution No. 260, dated August 27, 2026, issued by the Delegate Deputy for Promotion and Tourism, Francisco Javier Lozano Blanco, and published in the Official Gazette of the Province of Jaén number 170, dated September 2, 2026 (pages 13215 and 13216).
The call, approved by Resolution No. 163, dated April 27, 2026, is aimed at non-profit associations and institutions that organize tourism promotion events of special interest linked to cultural and/or natural heritage with the capacity to attract visitors. Its summary was published in BOP number 83, dated April 30, 2026, and the rectification notice appeared in BOP number 127, dated July 3, 2026, providing a period of ten business days to correct errors.
The withdrawn entities
Annex II of the report from the instructing body, dated August 25, 2026, lists the two applications excluded from the call, including their file number, the entity, the event, and the cause for withdrawal:
- File 2592 — Grupo de estudios vilcheños, for the IV Jornadas de Heráldica territorial de Jaén; cause B (incorrect rectification).
- File 2630 — Asociación de madres y padres de alumnos (AMPA), for the event Raíces de Chilluévar: Herencia Alcoraide; cause A (failure to rectify).
The annex key distinguishes three scenarios: A) failure to rectify, B) incorrect rectification, and C) partial withdrawal. In this case, one entity did not submit the required documentation and the other provided it incorrectly, failing to meet the requirements of the call.
Legal framework and appeals
The withdrawal is based on Article 68.1 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, which provides for the withdrawal of those who do not rectify deficiencies within the deadline. The resolution is issued by delegation of the president of the Provincial Council, in accordance with Resolution 261, of June 9, 2026, and Article 14 of the call itself.
Against the resolution, the affected entities may file:
- Optional appeal for reversal (recurso potestativo de reposición), within one month of notification, before the president of the Provincial Council.
- Contentious-administrative appeal, within two months, before the Contentious-Administrative Court of the province of Jaén.
Both appeals cannot be filed simultaneously.
Impact for applicants
The resolution, signed in Jaén on September 1, 2026, is made public for general knowledge and entails the definitive exclusion of these two entities from the distribution of tourism grants for the 2026 fiscal year. For the Grupo de estudios vilcheños, the loss of the subsidy jeopardizes the holding of the IV Jornadas de Heráldica territorial de Jaén, an event of special patrimonial interest, while the AMPA of Chilluévar sees its project Raíces de Chilluévar: Herencia Alcoraide discarded. The decision reminds associations of the importance of strictly complying with deadlines and documentary requirements in public calls for grants.
