The Provincial Council of Ávila approves civil protection grants for small municipalities

The Governing Board of the Provincial Council of Ávila approved on September 7, 2026, the regulatory bases for the call for competitive grants for municipalities in the province with fewer than 20,000 inhabitants that have a civil protection group established for the year 2026. The agreement is published in the Official Gazette of the Province of Ávila number 184, dated September 23, 2026, under announcement 1845/26, issued by the General Secretariat of the provincial institution.

The announcement contains the agreements adopted in the ordinary session of the Governing Board held on September 7, 2026, which began with the approval of the minutes of the previous session, minutes 15/26 (ordinary), dated August 3, 2026. The approval of the civil protection bases appears as the third point of the resolution section, while the rest of the document is dedicated to the control activity of the Presidency. The text was signed in Ávila on September 11, 2026, by the president of the Provincial Council of Ávila, Carlos García González.

The call is structured through competitive bidding and limits the beneficiaries to municipalities in the province with fewer than 20,000 inhabitants that have an established civil protection group. The announcement does not detail the economic amount of the aid nor the deadline for submitting applications, details that must be specified in the development of the call.

An investment package in security and emergencies

The session was not limited to grants: the Governing Board reported on a series of procurement files linked to security and emergencies in rural areas. Among them, the following stand out:

• Authorization for the Technical Directorate of the works of the Regional Fire Station of the Provincial Council of Ávila in Arenas de San Pedro to draft a second modified project.
• Supply, assembly, and commissioning of equipment for the new regional fire stations in the province, lots 2 and 6.
• Acquisition of 250 professional nozzles of 25 Ø, 1,250 fire beaters, and 1,250 hoses of 25 Ø for all municipalities in the province with fewer than 20,000 inhabitants.
• Supply of semi-automatic external defibrillators (AED) for municipalities in the province with fewer than 2,000 inhabitants.
• Preparation of classification proposals, emergency plans, operating rules, and operating director functions for the dams and water reservoirs of the province.

Agreements and nominative grants

The document also reports on the formalization of numerous agreements with nominative grants charged to the General Budgets of the Provincial Council of Ávila for the 2026 fiscal year. The recipients include:

• City Councils of Palacios de Goda, La Colilla, Gavilanes, Riofrío, Fontiveros, Solosancho, and Navaluenga, for activities such as the “Palagüinos” gathering, the II Cycling Grand Prix, the equipment of the library center, the cencerrada festival, the LXI Hispanic Language Day, the Celtic Moon Festival, or the III Hunting, Countryside, and Nature Fair (FECANA 2026).
• Entities such as the HOVERCRAFT Cultural Association, Abulaga, the La Muralla Greyhound Sports Club, the Bishop Santos Moro Foundation, AFAVILA, the Gredos Stable, ASTI Talent and Technology Foundation, the Federation of Musical Societies of the province of Ávila, and the Bishopric of Ávila.
• Agreements under the CRECEMOS program with the city councils of Cardeñosa, Horcajo de las Torres, Cuevas del Valle, and Pedro Bernardo, to facilitate the reconciliation of family and work life in rural areas.

Control activity and resolutions

In the control chapter, the Governing Board took note of judgment 159/2026, issued by the Contentious-Administrative Section of the Court of First Instance of Ávila, Plaza nº 1, in Abbreviated Procedure 326/2025. Information was also provided regarding the granting of an optional appeal for reversal against resolution 2026-2527, concerning the recognition of aid payments to athletes from the province of Ávila, and the modification of the third and fourth clauses of the agreement with the Provincial Consortium North Zone of Ávila for non-subsidizable expenses of waste aid funded by the European Union Next Generation at the Urraca Miguel C.T.R.

For the small municipalities of the province, the approval of these bases opens the way to provincial funding to sustain their civil protection groups, a service that in rural areas depends on volunteers and reduced staff. The call is added to the investments in fire stations, extinction equipment, and defibrillators that the Provincial Council of Ávila is processing in the same fiscal year, with the stated objective of strengthening the emergency response in centers with fewer resources.
