The Provincial Council of Valladolid announces two vacancies for Technical Architect

The Provincial Council of Valladolid has approved the call to select, through an open competitive examination system, two career civil servants as Technical Architect/Building Surveyor, positions assigned to the Heritage and Cooperation Services. The agreement, adopted by the Governing Board on July 31, 2026, is published in the Official Gazette of Castilla y León number 161, dated August 20, 2026, with official reference BOCYL-D-20082026-161-11.

Regulatory Framework and Background

The call is processed in accordance with Article 10 of the current Civil Servant Agreement of the Council (published in the BOP on August 19, 2025) and the local government and public service regulations, including Law 7/1985 Regulating the Bases of the Local Regime, Royal Legislative Decree 5/2015 of the Basic Statute of the Public Employee, and Law 7/2005 of the Public Service of Castilla y León. The project was submitted to the Personnel Board and the trade union sections, which issued their consent, and the agreement was adopted by a majority of seven votes in favor, one abstention, and one vote against.

The two positions correspond to the Public Employment Offers of 2023 and 2025 and appear in the budget staff list with codes 0170001 and 0170006. The file number is 2026/120101-6 and the agreement is numbered 120/26.

Requirements and Conditions of the Positions

The positions belong to Group A, Subgroup A2, Special Administration Scale, Technical Subscale, Middle Technician class. Applicants must meet the following requirements:

  • Hold Spanish nationality or that of a member state of the European Union, or other states admitted by current legislation.
  • Possess the functional capacity to perform the tasks.
  • Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • Not have been dismissed from service nor be disqualified from public employment.
  • Hold a degree in Technical Architecture or an equivalent degree, and a class B driver’s license.

Examination fees amount to 15 euros, with a 50% reduction for unemployed persons or those with a disability equal to or greater than 33%, and bonuses of 100% and 50% for special and general category large families, respectively.

Selection Process and Deadlines

Applications shall be submitted electronically via the Council’s electronic office within twenty-one calendar days from the publication of the summary announcement in the Official State Gazette. The competitive examination will consist of three mandatory and eliminatory exercises:

  • First exercise: multiple-choice questionnaire of 50 to 100 questions, with a penalty of one-third for each incorrect answer.
  • Second exercise: one or several practical cases, with a reading in a public session before the Tribunal.
  • Third exercise: written development of three topics drawn at random from topics 16 to 65 of the program.

The selection process may not exceed eight months, and those who pass at least one exercise without obtaining a position will join an employment pool for appointments as interim civil servants.

Relevance of the call

This competitive examination represents an opportunity for stable access to public employment for building graduates, within a context of renewal of the provincial technical services. The call, which will also be published in the Official Provincial Gazette, on the Notice Board, and on the Provincial Council’s website, reinforces the staff of the provincial institution’s Heritage and Cooperation Services.
