The Provincial Council of Teruel adds two secretary-auditors and a social worker.

The Plenary of the Provincial Government of Teruel agreed on 29 July 2026 to modify its job placement list (RPT) to create two secretary-comptroller posts, based in Teruel and Alcañiz, and one social worker post linked to the telecare service. The agreement, adopted in an ordinary session, is published in the Official Gazette of the Province of Teruel, issue 152, of 12 August 2026, under reference 2026-2425.
The modification, processed through file number 3995/2026, adapts the RPT to the institution’s staff establishment for 2026, also approved at the plenary session of 29 July. The creation of posts is based on the formal and justified request for staff to implement the multi-year inter-administrative collaboration agreement signed between the Government of Aragon and the Provincial Government of Teruel for the management of the telecare service during the 2026 and 2027 financial years.
Two secretary-comptrollers for assistance to municipalities
Two singular posts for nationally qualified officials are added to the RPT, both with the designation of secretary-comptroller (Group A1, National Qualification Scale, Secretariat-Comptrollership Subscale), with the following postings:
- RPT post number 13.014, with fixed seat in Teruel, will preferentially serve the local entities of the southern and central regions of the province.
- RPT post number 13.015, with permanent seat in Alcañiz, will operate as an operational hub for the municipalities of Bajo Aragón, Matarraña and neighbouring areas, avoiding unnecessary travel in the northern zone.
The technical justification responds to the request for service expansion made by the Municipal Assistance Service (SAM), which provides technical, legal and economic assistance to the local entities of the province, many of which lack their own staff to carry out the duties of secretariat and comptrollership. With these two posts, the service is provided with more human resources to meet the growing demand from town councils, with a strategic and decentralised distribution of staff.
A social worker dedicated to telecare
The agreement also adds to the RPT post number 16.018, denominated social worker, assigned to the Area of Culture, Tourism and Social Welfare (Social Welfare Service), located in Teruel. This is a career civil servant post in Group A2, Special Administration Scale, Technical Subscale, whose cost is fully justified in the planning of the telecare programme.
The new role will be dedicated exclusively to coordinating and evaluating the public provision of this service, given the notable increase in care workload in the province and the monitoring and technical social intervention standards set out in the multi-year agreement with the Government of Aragon.
Correction of three local employment and development agent posts
Furthermore, the singularized posts with RPT numbers 14.009 (Teruel), 14.010 (Alcañiz) and 14.011 (Teruel), assigned to the Territorial Development Area, European Union Programmes Office Service, are modified. The rectification corrects a discrepancy between the current RPT and the staffing table: the local employment and development agent posts were erroneously listed in the General Administration Scale, when their technical functions of socioeconomic promotion and attracting European funds fall within the Special Administration Scale, Technical Subscale, Group A2. The change involves no economic or remuneration alteration.
Entry into force and signature
The agreement shall take effect from the day of its publication in the Official Gazette of the Province of Teruel, in accordance with paragraphs 1 and 2 of Article 39 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations. The document, electronically signed in Teruel on 10 August 2026, bears the signature of the president of the Provincial Council, Joaquín Pascual Juste Sanz.
With this modification, the Provincial Council reinforces its capacity to support the small municipalities of the province, which depend on national authorized officers for the management of the secretariat and intervention, and consolidates the telecare service at a time of increasing care demand. The measure is completed with the public disclosure of the modification of the 2026 staffing table (reference 2026-2424), open to allegations for fifteen working days.
