The Provincial Council of Teruel provides a 40,000 euro subsidy to Cereales Teruel

The Provincial Council of Teruel has approved a nominative direct grant of 40,000 euros to Cereales Teruel Soc. Coop. intended for experimental agricultural development and training during the 2026 fiscal year. The award is implemented through Presidency Decree number 2026-3184, dated September 10, 2026, and is published in the Official Gazette of the Province of Teruel number 178, dated September 17, 2026, with the official reference 2026-2675.
The resolution, signed in Teruel on September 14, 2026, by the president Joaquín Pascual Juste Sanz, grants the aid and orders its formalization in the corresponding collaboration agreement, which details the obligations and commitments of the grantee to apply for and justify the grant. The file is processed via the direct grant procedure, provided for those cases where the regulation or public interest requires a singularized award to a specific beneficiary.
A nominative grant of 40,000 euros
The grant is charged to the Corporation’s 2026 expenditure budget under budgetary application 4120-48016, for an amount of 40,000 euros and a tax rate of 0%, resulting in a total of 40,000.00 euros. The beneficiary entity is Cereales Teruel Soc. Coop., with CIF F-44031896, and the expenditure is linked to credit reserve 2.2026.1.
The agreement includes the transfer of the resolution to the Agricultural Service, the General Comptroller, and the cooperative itself, and mandates the provision of information regarding the award to the National Grants Database.
Processing and prior controls
The processing began with a provision from the Presidency on June 17, 2026, which ordered the Agricultural Service to prepare the justifying report and draft a collaboration agreement. The Unit for Participated Companies and Agreement Monitoring verified that the file was complete and complied with the regulations, and the General Secretariat issued the mandatory legal report in accordance with Article 50.2 letter a) of Law 40/2015, of October 1, on the Legal Regime of the Public Sector.
The Head of the Agricultural Service formulated the report-proposal for the approval of the agreement, and the General Comptroller audited the file in accordance with report number 2026-0341, dated September 10, 2026, with complementary observations without suspensive effects.
Legal basis and means of appeal
Approval corresponds to the Presidency according to article 21.1 f) and s) of Law 7/1985, of April 2, regulating the Bases of Local Government, and is supported by Law 38/2003, of November 17, General Law on Subsidies, the General Subsidy Ordinance of March 27, 2024 (BOP 102 of May 29, 2024), and the Strategic Subsidy Plan 2024-2027 (BOP number 25 of February 5, 2024), with its 2025 consolidated text. The grant is further channeled in accordance with DL 2/2023, of May 3, the recast text of the Corporations Act.
Against the resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed before the president of the Provincial Council of Teruel within one month from the day following its notification, or an administrative-law appeal may be filed before the Administrative Law Section of the Court of First Instance of Teruel within two months.
In the same issue of the bulletin, the provincial institution publishes another subsidy resolution, in this case for investment expenses of Social Economy entities, the final maximum amount of which is set at 150,000 euros.
The aid reinforces the provincial institution’s support for the Teruel agricultural sector, as it finances trials and training activities for a cereal cooperative with a presence in the territory. For field professionals, the agreement represents a stable channel of collaboration with the Provincial Council regarding agricultural experimentation and technical training during 2026.
