La Diputación de Teruel reparte 22,8 millones entre 237 entidades locales

The Plenary Session of the Provincial Council of Teruel approved on September 30, 2026, the 2026 Municipal Economic Concertation Plan, endowed with 22,800,000.00 euros and destined for 237 beneficiary entities in the province. The agreement, with reference 2026-3163 and electronic file 5629/2026, is published in the Official Gazette of the Province of Teruel number 208, dated October 29, 2026, along with the distribution rules and the individualized allocation.

The Plan is unconditional: the funds may be used to globally finance the activity of the beneficiary entities within their competencies. Its economic effectiveness was conditioned upon the existence of adequate and sufficient credit, a condition met with credit modification number 11/2026 (file 5112/2026), amounting to 24,452,847.48 euros, which includes a supplement of 15,100,000.00 euros in budget application 4591/46214 and which entered into force on October 26, 2026, in accordance with articles 169 and 177 of the consolidated text of the Law Regulating Local Treasuries and article 38 of Royal Decree 500/1990.

The document was signed in Teruel on October 27, 2026, by the president of the corporation, Joaquín Pascual Yuste Sanz, and the recipients are the municipalities of the province and the Minor Local Entity of Cuevas de Cañart, included in the distribution with 54,394.01 euros.

Three municipalities with specific allocation

The distribution reserves 4.70% of the total, 1,071,600.00 euros, for the three localities with the largest demographic size, to prevent their population from distorting a distribution primarily aimed at small municipalities.

  • Alcañiz: 2.20%, 501,600.00 euros.
  • Andorra: 1.50%, 342,000.00 euros.
  • Teruel: 1.00%, 228,000.00 euros, taking into account the singularity of its rural neighborhoods.

After deducting these amounts, the general criteria are applied to 21,728,400.00 euros, distributed among 234 entities subject to ordinary distribution, with a combined population of 76,012 inhabitants.

Neighborhoods, fixed quota, and population

The regulation reserves 3.5% of that amount, 760,494.00 euros, for inhabited population centers. The final list of March 2, 2026, contains 116 neighborhoods, of which 104 are computed by excluding the two from Alcañiz and the ten from Teruel, with a theoretical amount of 7,312.44 euros per neighborhood.

The remaining 35%, 7,338,767.10 euros, is divided equally among the 234 entities, with a theoretical fixed quota of 31,362.25 euros per entity. The final 13,629,138.90 euros are distributed by actual population and equivalent population:

  • Actual population: 15%, 2,044,370.83 euros, at a rate of 26.90 euros per inhabitant.
  • Equivalent population: 85%, 11,584,768.07 euros, with progressive coefficients by brackets ranging from 1.00 for municipalities of up to 25 inhabitants to 0.10 from 2,501 onwards.
  • Adjustment: amounts are rounded to the cent using the largest remainder method, based on the INE Nomenclátor source as of January 1, 2025.

The result combines very homogeneous quotas across the province with notable differences in the larger municipalities: Calamocha receives 545,375.64 euros, Calanda 418,755.80, Utrillas 392,515.74, Alcorisa 387,351.37, Cella 356,674.68, and Monreal del Campo 350,293.03. At the opposite end, Almohaja receives 34,539.61 euros and Aguatón 37,081.49.

Three months to justify or reimbursement

Each entity must certify that the provincial contribution has been applied to the income statement of its 2026 budget through certification from the Secretariat or Secretariat-Intervention, with the approval of the Mayor-Presidency, according to the model in Annex IV. The deadline is three months from the day following the publication of the Plan, and submission shall be made by electronic means via the provincial electronic office or by any means provided for in Law 39/2015.

Failure to comply with the obligation to justify may lead to the reimbursement of the amount received and any legally applicable interest, following a formal request and the processing of the corresponding procedure; the amounts shall be considered public law income.

The Plan is also published on the electronic office and the provincial Transparency Portal. For the town councils of Teruel, this regulation represents the main non-earmarked current transfer of the fiscal year and strengthens the liquidity of councils with very tight budgets, although its enjoyment is conditional upon documentary justification, for which the clock now begins to run.
