The Plenary of the Provincial Council of Teruel approved by unanimous assent of the members present an institutional declaration in defense of the Cantabrian-Mediterranean high-capacity railway corridor and, specifically, its Sagunto-Teruel section with a new layout and high performance, featuring double electrified tracks and mixed use. The agreement appears in the certification of the corporation’s general secretary published in the Official Gazette of the Province of Teruel no. 187, dated September 30, 2026, with reference No. 2026-2829. The declaration was adopted as the sixteenth item on the agenda of the plenary session.
A session with 24 deputies present
The ordinary session was held on July 29, 2026, at 12:00 p.m., presided over by the president of the corporation, Joaquín Pascual Juste Sanz, with the attendance of 24 deputies. The certification of the agreements was electronically signed on September 29 and is inserted in the provincial gazette of the following day.
The approved text expressly supports the technical characteristics of the requested layout:
- New layout, as opposed to the solution of utilizing existing infrastructure.
- High performance for the entire corridor.
- Double electrified tracks throughout the section.
- Mixed use, compatible with passenger and freight transport.
Agreement for the Territorial Innovation Center
In the first item on the agenda, the Plenary unanimously approved, by the 24 members present, the text of the agreement between the Provincial Council of Teruel and the Ministry for the Ecological Transition and the Demographic Challenge for the development of the Territorial Innovation Center. The formalization of the agreement is subject to the prior accreditation of adequate and sufficient credit and compliance with the requirements regarding multi-year commitments.
The same session also gave the green light, also by unanimity and absolute majority, to the model management entrustment agreement for the specific joint contracting of technical services linked to the Integrated Water Cycle 2027-2032, intended for municipalities with fewer than 20,000 inhabitants, and to the voluntary procedure for incorporation into the provincial system Agua 2026 (file 4711/2026).
Credit modification of 220,000 euros
The Plenary initially approved, by unanimity of the 24 members present, the credit modification file no. 10/2026, through extraordinary credits and credit supplements financed by treasury surplus for general expenses, in the amount of 220,000.00 euros (file 4732/2026). Regarding this same file, the permanent control report of the Comptroller’s Office no. 49/2026 was noted, relating to the evaluation of budgetary stability and financial sustainability objectives.
Among the other agreements of the session, the following stand out:
- The extrajudicial recognition of credits no. 3/2026, for 50,486.81 euros (file 4812/2026), approved with 16 votes in favor (10 from the Partido Popular, 4 from Teruel Existe and 2 from the Partido Aragonés) and 8 abstentions from the Partido Socialista.
- The creation of two Secretary-Comptroller positions in the 2026 personnel staff (file 3996/2026).
- The acceptance of the collection delegations of the town councils of Aliaga (file 1280/2026) and Alacón (file 6356/2025).
- The noting of credit modifications no. 8/2026, for 13,624.76 euros (file 4518/2026), and no. 9/2026, for 971,564.99 euros (file 4607/2026).
The institutional declaration comes at a time when the province’s railway connection with the Mediterranean arc remains pending definition, and its unanimous approval reinforces the institutional position of the Provincial Council before the central Government and the Generalitat Valenciana. The support for a new, electrified, and double-track route conditions the connectivity of Teruel and the economic development of its entire territory, while the agreement for the Territorial Innovation Center and the credit modification approved in the same session complete a plenary agenda focused on infrastructure, services, and local financing.
