La Diputación de Teruel concede 161.000 euros a los siete grupos LEADER

The Provincial Council of Teruel has granted 161,000 euros to the seven Local Action Groups that manage the LEADER 2026 rural development strategy in the province, at a rate of 23,000 euros per entity. The decision is formalized in the Presidency Decree DPT 2026-3371, dated September 25, 2026, published in the Official Gazette of the Province of Teruel no. 186, dated September 29, 2026, via announcement no. 2026-2796. The distribution covers 100% of the budget submitted by each group and is financed through budget item 4140-48000.

A 161,000 euro call already registered in the BDNS

The decree fulfills the call for the “Rural Development Program: Support for the Local Action Groups managing the LEADER 2026 local development strategy,” approved by Presidency Decree 2026-2332, dated June 18, 2026, and registered in the National Grants Database (BDNS) under number 913981. Its summary was published in the BOPTE no. 117, dated June 23, 2026, and the maximum planned allocation was already 161,000.00 euros.

The regulatory framework is completed by the General Grants Ordinance of the Provincial Council of Teruel, approved by the Plenary on March 27, 2024, and published in the BOPTE no. 102, dated May 29, 2024, and the Strategic Grants Plan 2024-2027, approved by the Plenary on January 31, 2024, and published in the BOP no. 25, dated February 5, which already included this program.

The seven beneficiary groups

Each Local Action Group receives 23,000 euros, an amount that coincides with the budget they had allocated:

  • Sierra de Albarracín (G44154409), carretera A-1512, km 44, Tramacastilla.
  • Bajo Martín-Sierra de Arcos (G44151009), avenida de Zaragoza 2, Albalate del Arzobispo.
  • Bajo Aragón-Matarraña (G44155034), avenida de Aragón 13, bajos, Torrevelilla.
  • Jiloca-Gallocanta (G44122026), avenida de Valencia 3, Calamocha.

  • Cuencas Mineras (G44186914), calle Constitución s/n, Utrillas.

The amount assigned to each entity is determined by applying the scale established in the fourth article of the aid program call.

Favorable reports and justification obligations

The file includes the favorable proposal report from the Management Service dated September 9, 2026, and the favorable proposal report from the Technical Valuation Commission of the same date. The General Comptroller issued its compliance report under number 2026-1108, dated September 23, 2026.

The granting and justification of the aid are subject to the obligations, deadlines, and conditions of the call and the General Grant Ordinance. The resolution will be notified to the interested parties and communicated to the General Comptroller and the managing Service, in addition to being submitted to the National Grants Database.

Against the decree, which exhausts administrative remedies, an optional appeal for reversal may be filed before the president of the Provincial Council of Teruel within one month from the day following its notification, or an administrative-law appeal may be filed before the Administrative-Law Section of the Court of First Instance of Teruel within two months. The resolution is signed by the president, Joaquín Pascual Juste Sanz, in Teruel on September 25, 2026.

Impact on the Teruel rural environment

These 161,000 euros are the allocation with which the seven local action groups will finance their structure and the execution of their development strategies in 2026, such that the resolution unlocks the financing of projects throughout the rural environment of the province. The distribution is linear—23,000 euros per group—meaning that no region falls below the others in this line of support for LEADER management.
