Por FactBox Admin

The Plenary of the Provincial Council of Seville approved on September 24, 2026, in an ordinary session and under item 19 of the agenda, the specific bases and the call for a grant line endowed with 15,000,000 euros to finance the acquisition of motor vehicles assigned to the provision of municipal public services. The recipients are the municipalities of the province of Seville, except for Seville city, and autonomous local entities. The announcement is published in the Official Gazette of the Province of Seville number 196, dated October 8, 2026, Local Administration section, with the official reference BOP-SE-2026-196002.
A second edition following the success of the first line
The call is part of the Strategic Grant Plan for the Supramunicipal Public Services Area, where it appears as File 46 and was incorporated through its ninth modification, approved by Resolution No. 6294/2026, of September 8. The plan had been initially approved by Resolution No. 1013/2024, of March 6.
This is the second edition of this aid: the first line, whose bases and call were approved by plenary agreement on July 11, 2025, ended successfully according to the file itself. The procedure is processed under a non-competitive concurrence regime, as it is addressed to a group previously delimited by objective requirements. The bases have a favorable report from the General Secretariat dated September 10, 2026, and a permanent control report from the Funds Audit Office dated September 15, 2026.
Distribution: 60% fixed and 40% by population
The maximum amount of the call amounts to 15,000,000 euros, fully provided by the Provincial Council, and is distributed according to two criteria:
- Fixed percentage: 60%.
- Population percentage: 40%, calculated using the latest official figures from the INE.
The final distribution table per municipality and autonomous local entity appears in Annex III of the bases. Among the planned allocations, the following stand out:
- Dos Hermanas: 747,538 euros.
- Utrera: 328,048 euros.
- Mairena del Aljarafe: 307,631 euros.
- La Rinconada: 273,682 euros.
- Écija: 268,724 euros.
- Los Palacios y Villafranca: 264,544 euros.
- Coria del Río: 229,711 euros.
- Carmona: 224,879 euros.
- Camas: 219,521 euros.
- Lebrija: 213,465 euros.
- Morón de la Frontera: 210,774 euros.
- Tomares: 202,498 euros.
- ELA Isla Redonda: 85,444 euros.
- ELA Marismillas: 90,852 euros.
Of the total, 14,823,704 euros correspond to city councils and 176,296 euros to autonomous local entities.
Deadlines, technical requirements, and justification
Interested entities will have ten business days to submit their application, counted from the day following the publication of the call summary in the BOP of Seville via the National Grants Database. Submission shall be electronic, through the SIDERAL registry exchange or via the Registry Interconnection System (SIR), addressed to the Supramunicipal Public Services Area, which instructs the file.
Vehicles should preferably be powered by eco-sustainable energy sources, with a ZERO or ECO label from the General Directorate of Traffic; conventional fossil fuel models will only be admitted on an exceptional and justified basis. Beneficiary entities must:
- Assign the vehicles to the corresponding public service for at least five years.
- Maintain the original signage with the official logo of the Provincial Council of Seville.
- Submit a municipal fleet report classified by type, propulsion, service, and age.
The deadline for carrying out the activity extends until December 31, 2028, with three additional months for justification. The maximum period to resolve and notify the grant is six months.
Financing, publicity, and appeals
The expenditure is charged to two applications of the 2026 budget, both with project code 26p32100: 3200.94203.76200, with 14,823,704 euros for city councils, and 3200.94203.76800, with 176,296 euros for smaller local entities. The competent body to approve the rules and grant the subsidies is the Plenary, in accordance with the second additional provision of Law 9/2017 and article 11.5 of the General Grants Ordinance of the Council.
The rules will be published on the Electronic Notice Board, the Transparency Portal, and the BOP, and a summary will be sent to the National Grants Database. Against the announcement, which ends the administrative route, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal before the Court of First Instance of Seville within two months. The announcement is signed by the Secretary General, Fernando Fernández-Figueroa Guerrero, by delegation of the President according to Resolution No. 1221/2026, of March 3.
This line represents a direct boost to the renewal of municipal fleets of the municipalities and autonomous local entities of the province, with special attention to sustainability and the safety of municipal personnel. For Sevillian city councils, the call opens a fully provincial financing route to replace obsolete vehicles without resorting to their own funds.
