The Provincial Council of Seville distributes 12 million in ERDF grants among municipalities
Por FactBox Admin

The Provincial Council of Seville has approved the specific bases and the call for grants intended to co-finance the Integrated Action Plans (PAI) benefiting from the ERDF financial track for the 2021-2027 period for the municipalities of the province, with the exception of the capital. The agreement was adopted in an ordinary plenary session on September 24, 2026, and is published in the Official Gazette of the Province of Seville No. 191, dated October 1, 2026 (official reference BOP-SE-2026-191002). The total available budget amounts to 12,000,000.00 euros, provided entirely by the provincial institution.
The call is framed within line 7 of the Strategic Grant Plan of the Coordination Area and responds to the Resolution of January 16, 2026, of the Directorate General for European Funds of the Ministry of Finance, which definitively resolved the allocation of the ERDF financial track to the PAIs of local entities within the framework of sustainable urban development. The legal regime is completed by Order HAC/1072/2024, of October 2, and European regulations 2021/1060 and 2021/1058, both of June 24, 2021.
Nine municipalities and 12 million euros
The selected plans correspond to nine municipalities in the province, which must appear in Annex I of the state resolution:
- Alcalá de Guadaira
- Dos Hermanas
- La Rinconada
- Carmona
- Mairena del Alcor
- Coria del Río
- Los Palacios y Villafranca
- Mairena del Aljarafe
- Lebrija
The budget is divided into two annual installments of 6,000,000.00 euros each, charged to budget application 2204.94202.76200 (projects 26p22003 and 26p22100). The aid is calculated by applying 80% to the total contribution that each local entity makes as mandatory co-financing, and in no case may it exceed the cost of the project.
Non-competitive concurrence and application deadline
The procedure will be processed under a non-competitive concurrence regime, in accordance with Article 22.2 of Law 38/2003, of November 17, General Law on Subsidies: aid will be granted to all municipalities that meet the requirements, without priority or scoring, in strict order of entry and until the credit is exhausted.
- Submission deadline: 10 business days from the day following the publication of the summary in the Official Gazette of the Province via the National Grants Database.
- Submission: registry exchange for entities adhered to the Sideral system; Single Electronic Registry of the Provincial Council’s Electronic Office for the rest.
- Instructing body: Local Development Service of the Coordination Area.
- Resolving body: the Delegated Provincial Representative of the Coordination Area, by Resolution No. 5191/2026, of July 23.
- Maximum period to resolve and notify: six months from the end of the application period.
The summary of the call, with number 221842 and identification BDNS 932197, is published in the same gazette (official reference BOP-SE-2026-191003) and refers to the full text in the National Grants Database.
Requirements, payment, and justification
City councils must prove acceptance of the assigned financial path and submit the standardized application form (Annex I), a descriptive technical report with a timeline, and documentation proving sufficient credit for the municipal contribution. Recoverable indirect taxes, remuneration of own personnel, interest, and indirect costs are excluded.
Payment is initially established as a single disbursement, following the granting resolution and proof of being up to date with the State Tax Administration Agency and the General Social Security Treasury. The grants are compatible with other subsidies for the same purpose, provided that the cost of the activity is not exceeded, and beneficiaries are exempt from providing a guarantee. The justification shall be submitted to the Provincial Council after that submitted to the ERDF managing authority, within a period not exceeding one month.
The call is signed by Fernando Fernández Figueroa Guerrero and the summary by the president of the Provincial Council, Francisco Javier Fernández de Los Ríos, dated September 29, 2026.
The measure is decisive for Sevillian municipalities that already have assigned European funding but need to cover their part of the local co-financing: without this own effort, the sustainable urban development plans could not be executed and the province would lose ERDF funds from the current programming period.
