La Diputación de Sevilla incorpora a Alfonso Velázquez al Grupo Popular

The Plenary of the Provincial Council of Seville, in an ordinary session on September 24, 2026, was informed of the swearing-in of Alfonso Velázquez Mazuecos as a provincial deputy for the Partido Popular and his incorporation into the Grupo Popular under a partial dedication regime (75%). The agreement is published in the Official Gazette of the Province of Seville (BOP) no. 197, dated October 9, 2026, within the Local Administration section, under the official reference BOP-SE-2026-197001.

The incorporation was formalized following the reading of the credentials sent by the Central Electoral Board to the General Secretariat of the Council, issued on August 10, 2026, designating Alfonso Velázquez Mazuecos as a provincial deputy for the Partido Popular. Having verified compliance with the obligations required of elected deputies prior to their swearing-in, pursuant to article 108.8 of L.O. 5/1985, of June 29, on the General Electoral Regime, the new deputy took office according to the formula provided in R.D. 707/79, of April 5, and took his seat in the Corporation’s Plenary Hall.

The file includes the report of the Information Commission on Presidency and Economic Development dated September 21, 2026, the letter from the spokesperson of the Grupo Popular dated September 15, 2026, and the report from the General Comptroller dated September 16, 2026. On this basis, the Plenary was informed of the deputy’s incorporation into the political group, in accordance with the provisions of article 26 of R.D. 2568/1986, of November 28 (R.O.F.) and articles 4 and following of the Organic Regulations of the Provincial Council of Seville.

The regime assigned to the new deputy is that of partial dedication, with a percentage of 75%, as stated in the published plenary agreement.

Resignation of Gloria Guillén and transition of Lorena Chacón

In the same session, the Plenary was informed of the resignation from the position of provincial deputy and from the exclusive dedication regime (100%) submitted by Gloria Guillén Rodríguez, of the Grupo Popular, effective July 31, 2026. The resignation letter is dated August 3, 2026, with entry registration number 57653.

Following this resignation, the spokesperson for the Grupo Popular, Martín Torres Castro, requested via a letter dated July 31, 2026 (registration no. 57124) that Lorena Chacón Ballesteros, a deputy of the group who until then had been assigned the partial dedication regime (75%), transition to the exclusive dedication regime (100%). The Plenary was informed of said transition effective August 1, 2026.

The changes affect the composition and the dedication regime of the members of the provincial corporation:

  • Alfonso Velázquez Mazuecos (PP): inauguration and incorporation into the Popular Group with partial dedication (75%).
  • Gloria Guillén Rodríguez (PP): resignation from the position and from exclusive dedication (100%), effective from July 31, 2026.
  • Lorena Chacón Ballesteros (PP): change from partial dedication (75%) to exclusive dedication (100%), effective from August 1, 2026.

Regulatory framework and remuneration

The determination of the dedication regime and remuneration of the members of the Provincial Council for the 2023-2027 term was approved by plenary agreement on July 27, 2023, in item 6 of the agenda, and disclosed to the Plenary in the session of September 28, 2023, item 4.

The file is supported by articles 75, 75.bis and 75.ter of Law 7/1985, of April 2 (LRBRL), article 13 of RD 2568/1986, of November 28 (ROF), article 8 of the Organic Regulation of the Council, article 61 of the Budget Execution Bases, and the aforementioned plenary agreements. The announcement is signed by the secretary general, Fernando Fernández Figueroa Guerrero, by delegation of Resolution no. 1221/2026, of March 3.

In the same plenary session, report was also made of the Presidency Resolution no. 6402/2026, of September 10, regarding the appointment of a member of the Governing Board of the Provincial Council of Seville.

The handover consolidates the structure of the Popular Group within the provincial corporation and adjusts the distribution of dedications and remuneration among its deputies, an aspect that conditions the internal organization and the functioning of the Plenary for the remainder of the 2023-2027 term.
