The Provincial Council of Seville announces development cooperation grants.

The Provincial Deputation of Seville has published in the Official Bulletin of the Province of Seville number 156, of Thursday, 13 August 2026, two calls for subsidies for the co-financing of development cooperation projects in developing countries, with a joint budget of 1,575,450 euros. The first, addressed to NGDOs, amounts to 1,144,850 euros; the second, intended for local entities, commonwealths and consortia of the province, totals 430,600 euros. The extracts, signed on 10 August 2026 by the delegate deputy of the Public Employee Area, Francisco José Toajas Mellado, appear on pages 4 and 5 of the bulletin.
Both calls, corresponding to the 2026 financial year, are processed under the competitive concurrence regime and in the indirect cooperation modality, in accordance with articles 6.3 and 6.1 of the Regulation governing the activities and establishing the rules for the distribution of funds intended for Development Cooperation and Humanitarian Aid Projects in the Provincial Deputation of Seville. The extracts are disseminated under articles 17.3.b and 20.8.a of Law 38/2003, of 17 November, General Law on Subsidies, and the full texts can be consulted in the National Database of Subsidies under identifiers BDNS 924356 and BDNS 924371. The bases and the successive publications of the procedure will be available on the e-Notice Board of the electronic office of the Deputation and on its International Cooperation website.
Two calls for the Seville cooperation sector
The NGDO call (extract no. 219043, CVE BOP-SE-2026-156001) and the local entities call (extract no. 219048, CVE BOP-SE-2026-156002) share essential characteristics:
- Beneficiaries of the first: NGDOs with registered office or permanent delegation in the province of Seville.
- Beneficiaries of the second: local entities, commonwealths and consortia of the province.
- Maximum amount per project: 40,000 euros, with the subsidy not exceeding 80% of the submitted budget.
- Payment: 100% of the aid will be paid with the grant award resolution, and it is compatible with other public or private aid provided that total resources do not exceed the project cost.
Amounts and budget allocations
In the NGO call, the maximum budget of €1,144,850 is distributed between €641,116 for budgets with mostly non-inventoriable expenses (Chapter 4, budget item 4107.23100/48000) and €503,734 for mostly inventoriable expenses (Chapter 7, budget item 4107.23100/78000). In the call for local entities and associations of municipalities, the €430,600 are distributed into €299,020 for non-inventoriable expenses (Chapter 4, budget items 4107.23100/46200, /46300 and /46700) and €131,580 for inventoriable expenses (Chapter 7, budget items 4107.23100/76200, /76300 and /76700).
Deadlines and submission procedure
Applications shall be submitted electronically through Registral Exchange via the SIDERAL platform or through the Registry Interconnection System (SIR), addressed to the Public Employment Area, Development Cooperation Unit, in accordance with Article 14.2.a) of Law 9/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.
- The submission deadline is 30 business days from the day following the publication of the extract in the BOP.
- NGOs must begin project implementation within a maximum period of one month from the bank transfer of the granted subsidy.
- NGOs collaborating with local entities or consortia may do so only with two applicant institutions and may not be applicants in this year’s NGO call.
The dual call, signed by delegation of the Presidency (Presidency Resolution 1221/2026, of 3 March 2026), mobilizes €1,575,450 and places the entire cooperative fabric of the province, from NGOs with local presence to city councils, associations of municipalities and consortia, before a decisive funding opportunity for their international cooperation projects. Interested entities have, as of today, one business month to prepare and register their proposals.
