Por FactBox Admin

The Plenary Session of the Provincial Council of Seville, in an ordinary session on September 24, 2026, approved the specific guidelines and the second call for grants for the year 2026 intended for the municipalities of the province, except for the capital, and autonomous local entities to contract technical assistance. The Official Gazette of the Province of Seville publishes this Tuesday, September 29, 2026, the announcement from the Concertation Area containing the full guidelines and the extract of the Plenary agreement, with a total allocation of 9,985,000 euros and a application submission period of ten business days.
The call is processed under a non-competitive concurrence regime, meaning that no evaluation criteria are set between applications: all those that meet the requirements are addressed individually within the budgetary limitations. The extract is published under articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Subsidies, and is identified in the National Database of Subsidies with the number BDNS 931755.
The guidelines are framed within the General Ordinance on Subsidies of the Provincial Council of Seville, published in BOP no. 104, of May 9, 2023, and in the Strategic Grant Plan of the Concertation Area, line of action no. 3, approved by Resolution no. 9442/2023 and modified by Resolution no. 5533/2026. The amount is distributed between budgetary applications 2202.94201.46200 (9,835,000 euros) and 2202.94201.46800 (150,000 euros).
Amounts by type of entity and population
The grant covers up to 100% of the submitted budget, with a maximum limit per entity for the total of requested technical assistance:
- Autonomous local entities: 75,000 euros.
- Municipalities with a population of fewer than 10,000 inhabitants: 75,000 euros.
- Municipalities with a population equal to or greater than 10,000 and fewer than 20,000 inhabitants: 115,000 euros.
- Municipalities with a population equal to or greater than 20,000 inhabitants: 145,000 euros.
The reference population is based on the official figures applied according to article 17 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. Each entity may request grants for several actions, but the combined amount cannot exceed the cap of its bracket.
Deadlines, processing, and payment
- Applications: ten business days from the day following the publication of the summary in the BOP.
- Electronic submission via the SIDERAL registry exchange or through the Registry Interconnection System (SIR), addressed to the Municipal Technical Assistance Service of the Concertation Area.
- Execution: starting from the publication of the call announcement and ending 24 months after the day following the notification of the final award.
- Resolution: the maximum period to resolve and notify ends on December 31, 2026; administrative silence implies rejection.
- Justification: three months from the end of the execution period.
- Payment: a single payment of 100% upon the final award resolution, subject to proof of being up to date with the State Tax Administration Agency, the General Treasury of the Social Security, and the Provincial Council itself.
The processing corresponds to the Municipal Technical Assistance Service and the evaluation to the Technical Evaluation Commission, composed of the Director General of the Concertation Area and two group A1 officials. The provisional resolution proposal is formulated by the Provincial Deputy for the Concertation Area, Inmaculada Márquez Montes, with ten business days for allegations.
Destinations of technical assistance
Eligible contracts cover, among other matters:
- Drafting of projects and urban development plans: emergency plans, feasibility studies, urban mobility plans, or topographic surveys.
- Urban plans and studies: urban planning plans, partial plans, interior reform plans, and special historical heritage protection plans.
- Municipal strategies and work plans for European projects, and local action plans for the Sustainable Development Goals of the Urban Agenda 2030.
- Environmental projects: acoustic studies, environmental qualification, hydrogeological studies, or energy efficiency certificates.
- IT, security, and data protection: anti-fraud plans, cybersecurity, internal information systems, and electronic administration.
- Equality plans, municipal inventory, and assistance in financial management, audits, and financial control.
Remuneration for own personnel, interest, surcharges and penalties, costs of judicial proceedings, and indirect costs are excluded.
The call provides technical coverage for city councils and autonomous local entities with fewer own resources to tackle the drafting of plans, projects, and studies required by the exercise of their competencies. With 9,985,000 euros and up to 145,000 euros per entity, the program allows for the outsourcing of specialized technical work at no cost to municipal coffers, although the distribution is subject to budget availability and resolution before December 31, 2026.
