The agreement, signed on November 4 by the deputy for Cooperation and SAM, Valentín Martínez Redondo, is published in the Official Gazette of the Province of León number 210, dated November 5, 2026, with the official reference BOP-LE-2026-210001.

The amounts corresponding to the last two fiscal years are subject to the allocation of adequate and sufficient credit in their respective budgets.
The amount requested by the twelve local entities amounted to 3,521,499.98 euros, compared to the 3,456,999.98 euros finally granted, according to file 1758820F and the announcement registered with code SEFYCU 7370503. In the same plenary session, the adaptation of financing to the award amounts of the 2025 Territorial Cohesion Fund (BOP-LE-2026-210002) was also approved.

Paving, water and facilities
The funded actions correspond to three main blocks. The most widespread is that of paving, repaving, and resurfacing, present in Almanza, Carracedelo, Cea, Fuentes de Carbajal, La Robla, Vega de Infanzones, Vegaquemada, and Villabraz. The second block groups supply and sanitation networks, with works in La Pola de Gordón, Vegacervera, and Villabraz. The third corresponds to facilities and buildings: pavilion and pool in Almanza, hostel and town hall in Mansilla Mayor, day center in Vega de Infanzones, energy efficiency in Vegaquemada, and nursing home in Villaquejida.
The cost of the subsidized work amounts to 3,450,651.36 euros, to which 70,848.62 euros are added for project fees, site management, and health and safety coordination. The subsidy covers 3,386,151.36 euros of material execution and the totality of the technical fees.
Conditions and appeal process
The agreement warns city councils of municipalities with a population of fewer than 5,000 inhabitants that, for works executed in phases, they must apply the provisions of additional provision 3.7 of Law 9/2017, of November 8, on Public Sector Contracts.
The announcement orders its publication in the Official Provincial Gazette and on the notice board of the Provincial Council’s electronic headquarters. Against the resolution, which exhausts administrative remedies, an optional appeal for reversal may be filed before the Plenary within one month from the day following publication, or alternatively, a contentious-administrative appeal within two months.
The distribution mobilizes slightly more than 3.4 million euros in local public works in a single agreement and reaches twelve municipalities, mostly small in size, which would otherwise hardly undertake these investments. For the province’s construction companies, it represents a portfolio of short-term tenders, with staggered execution until 2029 and municipal co-financing already committed in each file.
