Por FactBox Admin

The Provincial Council of León has appointed eight cleaners as career civil servants, who will now occupy permanent positions at the Santa Luisa (León), Cosamai (Astorga), and N.ª S.ª del Valle (La Bañeza) residences. The decision was adopted by Decree No. 13067, dated November 4, 2026, and published in the Official Gazette of the Province of León No. 211, dated November 6, 2026, with the official reference BOP-LE-2026-211001. The same decree orders the termination of the individuals who held those positions on an interim basis.
The announcement is signed by the deputy delegate for Human Resources and Area Coordination with the Presidency, Ana María Arias González, by virtue of the delegation carried out by the Presidency through Decree No. 10355, of September 13, 2023 (BOP No. 177/2023, of September 15). The positions are for Cleaner, within the Special Administration scale, Special Services subscale, Trade Personnel class, Agp group, and correspond to the competitive selection process linked to the Public Employment Offer from 2020 to 2023, processed under file 957750J.
The positions are awarded on a permanent basis with level CD 13, specific supplement CE 48 and CP 3, and are assigned to the Specialized Care Centers Service of the provincial institution, under which the aforementioned residences and care centers operate.

Termination of interim staff and one vacancy
The decree provides for the termination of the interim personnel who had been performing those same positions, effective the day prior to the career civil servant taking office and, in any case, the day prior to the end of the period for taking office. The terminations affect seven identified individuals and one position without a holder:
- M.ª Pilar Guadalupe Castillo Bermejo, position 50210211, N.ª S.ª del Valle (La Bañeza).
- Seyla Álvarez Casado, position 50210217, N.ª S.ª del Valle (La Bañeza).
- M.ª Josefa Falagán Asensio, position 50220150, Cosamai (Astorga).

- M.ª Jesús López Juárez, position 50240183, Residencia Santa Luisa (León).
- Position 50240154 of Residencia Santa Luisa, which appears as vacant.
The list presents a particularity: Maximino González Suárez appeared as an interim in position 50240150 of Santa Luisa and has simultaneously been appointed as a career civil servant in position 50210217 of the Centro N.ª S.ª del Valle, such that his termination and his new assignment are resolved in the same resolution.
Deadlines, requirements, and compatibility
The assumption of office must take place starting from the day following the publication of the resolution in the provincial bulletin and within a period of one month. Prior to this, the appointees must swear an oath of allegiance to the Constitution in accordance with Royal Decree 707/1979, of April 5.
Anyone who does not assume office within that period will lose all rights acquired during the selection process, and their actions will be annulled. The assumption of office terminates any previous employment relationship, whether interim or temporary contract.
In the cases of career civil servants or permanent contractual staff, the incompatibility regime of Law 53/1984, of December 26, on Incompatibilities of personnel in the service of Public Administrations shall apply.
Impact on staffing
The resolution consolidates eight cleaning positions in three specialized care centers in the province, with the particularity that four of the positions are concentrated in the Residencia Santa Luisa in the capital. For the users and families of these centers, the change represents the stabilization of basic hygiene and maintenance tasks that until now depended on temporary appointments, while for the staff it implies the conversion of eight interim positions into career positions and the departure of the current interim staff, except in the case of the worker changing centers.
