La Diputación de León fija siete cuidadores de carrera en Santa Luisa

The Provincial Council of León has appointed seven elderly care workers assigned to the Residencia Santa Luisa Specialized Care Center, in the city of León, as career civil servants. The decision is formalized in Decree No. 11352, dated September 25, 2026, issued by the delegated deputy for Human Resources and Area Coordination with the Presidency, Ana María Arias González, and is published in the Official Gazette of the Province of León No. 186, dated September 29, 2026, with the official reference BOP-LE-2026-186001. The same resolution orders the termination of the seven individuals who held those positions as interim civil servants.

The issuing body and the regulatory framework

The decree is issued by virtue of the delegation carried out by the Presidency of the Council through Decree No. 10355, dated September 13, 2023, and is processed under file 1183914A. The appointment corresponds to the position of Elderly Care Worker, Special Administration scale, Special Services subscale, Special Assignments class, Group/Subgroup C/C1, with definitive destination in positions with destination supplement 18, specific supplement 48, and position supplement 39.

The selection process followed was a competitive examination, within the public employment offer for the years 2020 to 2023. The resolution is based on article 62.1.c) of the Recast Text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30.

The seven awarded positions

The appointed persons, with the position code assigned to them, are as follows:

  • Ingrid Yobana Granja Córdoba, position 50240123.
  • Verónica García Herrero, position 50240162.
  • Esther María Blondet Serfati, position 50240169.
  • María Teresa Murciego del Pozo, position 50240163.
  • Adán Fena Abella, position 50240184.
  • María Emma de la Puente Martínez, position 50240127.
  • María Donina Sevillano Vieira, position 50240174.

All positions are assigned to the Residencia Santa Luisa section, in the town of León.

Termination of interim staff and taking office

The decree mandates the termination of the seven persons appointed as interim civil servants in those same positions, in accordance with the third paragraph of article 10 of the Basic Statute of the Public Employee. The termination will take effect the day before the career civil servant takes office in the corresponding position; if this has not occurred previously, the termination will take place the day before the deadline for taking office expires.

To acquire the status of career civil servant, the appointed persons must swear an oath of allegiance to the Constitution, in accordance with Royal Decree 707/1979, of April 5, and take possession of their posts starting from the day following the publication of the resolution in the provincial bulletin, within a period of one month. Once this period has elapsed without taking possession, all rights acquired during the selection process will be lost and their actions will be annulled.

The taking of possession terminates any previous employment relationship, whether under an interim regime or through a temporary contract, and extinguishes existing interim appointments and temporary contracts. In the cases of career civil servants or permanent staff, Law 53/1984, of December 26, on Incompatibilities of personnel in the service of Public Administrations, is applicable.

Impact

The resolution consolidates seven stable jobs in a care service key to the attention of elderly people in the Leonese capital, by transforming positions covered on an interim basis into permanent staff posts. The simultaneous termination of the seven interim workers avoids the duplication of staff and closes the selection process opened under the 2020-2023 public employment offer.
