The Provincial Council of León announces two coordination positions for CEAS

The Governing Board of the Provincial Council of León, in a session held on August 12, 2026, has approved the regulatory bases and the call for the specific merit-based competition for the definitive provision of two positions of CEAS Coordination Manager, corresponding to the east zone and the west zone, vacant in the institution’s Job Position List (RPT). The call is published in the Official Gazette of Castilla y León, number 163, of August 24, 2026 (official reference: BOCYL-D-24082026-163-21).
Both positions are assigned to the Social Rights Service, Basic Services Coordination Section, and their provision is reserved for career civil servants of the Council itself and its autonomous body, the Leonese Institute of Culture (ILC). The procedure is processed under article 101 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, in relation to article 45 of Royal Decree 364/1995, of March 10.
The advertised positions
The competition offers two positions with identical titles and characteristics, differentiated by their territorial scope:
- CEAS Coordination Manager – East Zone (code 50120102), based in León.
- CEAS Coordination Manager – West Zone (code 50120103), based in Ponferrada.
Both positions are classified in subgroup A2, with a destination supplement of level 24, a specific supplement of level 27, and a productivity supplement of level 27. A University Degree or Diploma in Social Work, a driver’s license, and professional registration are required.
Functions and requirements
The successful candidates will assume the promotion, coordination, supervision, and evaluation of the social work staff assigned to the CEAS in their zone, the preparation of social reports and memoirs, and coordination with the municipalities of the social action zone. They must also be proficient in applications such as the unified access system to social services (SAUSS) and SEDIPALBA, and substitute for the Head of the Basic Services Coordination Section in case of absence, vacancy, or illness.
To participate, it is required to belong to the same scale, sub-scale, group, and subgroup as the advertised position and for a minimum of two years to have elapsed since taking possession of the last definitive destination. Participation is voluntary, and civil servants under a final suspension are excluded as long as the suspension remains in effect.
Merit assessment and deadlines
The assessment is carried out in two phases. In the first, general merits are scored up to a maximum of 10 points (seniority, personal grade, work performed, and training courses), with at least 4 points required to proceed to the second. In the second phase, specific merits are assessed up to 14 points, with a minimum of 6 points required to pass.
Applications shall be submitted through the electronic office of the Provincial Council, addressed to the Presidency, and the deadline will be 15 business days counting from the day following the publication of the summary of the call in the Official State Gazette. The rules are also published in the Official Gazette of the Province of León and on the Provincial Council’s website.
The agreement was signed in León on August 19, 2026, by the Deputy Delegate for Human Resources and Area Coordination with the Presidency, Ana María Arias González.
The call reinforces the coordination structure of provincial social services, a key element to ensure homogeneous and efficient management of the CEAS throughout the province. For officials of the Provincial Council and the ILC, it represents an opportunity for internal promotion toward positions of technical responsibility in the field of social work.
