La Diputación de Álava licita la sal invernal por 827.458 euros

The Provincial Government Council of the Provincial Council of Álava approved on October 27, 2026, the procurement file, via open procedure, for the supply of salt for preventive and curative treatment during winter road maintenance campaigns. The maximum tender budget amounts to 827,458.50 euros, VAT included, with unit prices and an execution period of three years. The agreement, Agreement 695/2026, is published in the Official Gazette of the Historical Territory of Álava number 127, corresponding to Wednesday, November 4, 2026, within the summary of provisions approved in the ordinary session of October 27 (reference 2026-03098).

Open procedure and maximum budget

The procurement is processed through an open procedure and is tendered with unit prices, meaning that the final amount will depend on the tons actually supplied during the period of validity. The file is promoted by the Department of Sustainable Mobility and Road Infrastructure, which is competent in the provincial road network.

The essential data of the file are as follows:

  • Object: supply of salt for preventive and curative treatment during winter road maintenance campaigns.
  • Procedure: open, with unit prices.
  • Maximum budget: 827,458.50 euros, VAT included.
  • Execution period: three years.
  • Approving body: Provincial Government Council, in the ordinary session of October 27, 2026.
  • Publication: Official Gazette of the Historical Territory of Álava number 127, of November 4, 2026.

Salt is the reference melting agent for the treatment of ice and snow sheets on roadways, used both preventively, before ice forms, and curatively, once it has already deposited on the surface.

Salt is added to the brine contract

The salt agreement was adopted one week after the same body approved the supply of the other key product for the winter campaign. Agreement 686/2026, of October 20, authorized the procurement file, also via open procedure, for the supply of brine for preventive and curative treatment against ice formation, with a maximum budget of 310,365.00 euros, VAT included, unit prices, and an execution period of three years. It was published in the Official Gazette of the Historical Territory of Álava number 124, of October 28, 2026.

With both files, the Provincial Council commits to a joint spending ceiling of 1,137,823.50 euros for winter treatment materials for its roads over the next three fiscal years. In the same session on October 27, the Provincial Government Council also resolved other road matters, such as the awarding of the acoustic screens for the N-622 in Arangiz to Yarritu, SA for 696,591.08 euros (Agreement 696/2026) and the first extension of the customer service for Alavabus users and regional transport (Agreement 697/2026).

Agreements with the cuadrillas for the provincial network

The winter deployment on the provincial network is completed with the collaboration of local entities. On September 29, 2026, the provincial Executive approved the signing of agreements for winter road maintenance works on sections of the provincial road network with six Alavese cuadrillas:

  • Cuadrilla de Ayala (Agreement 608/2026).
  • Cuadrilla de Laguardia-Rioja Alavesa (Agreement 609/2026).
  • Cuadrilla de Añana (Agreement 610/2026).
  • Cuadrilla de Gorbeialdea (Agreement 611/2026).
  • Cuadrilla de Llanada Alavesa (Agreement 612/2026).
  • Cuadrilla de la Montaña Alavesa (Agreement 613/2026).

These agreements were published in the Official Gazette of the Historical Territory of Álava, number 115, on October 7, 2026, and establish the operational map on the ground for which the now-tendered material is intended.

Impact for suppliers and users

The opening of the procedure offers companies supplying melting agents a three-year contract and a budget ceiling of over 800,000 euros, with unit prices as the billing criterion. For users of the provincial road network, the tender determines the Provincial Council’s response capacity to snowfall and frosts during the next winter campaigns, a period in which the safety of travel on Alavese roads depends directly on the availability of salt in provincial warehouses and spreaders.
