The Provincial Council of Jaén appoints eight career civil servants to technical positions

The Provincial Council of Jaén has appointed eight career civil servants to positions as analysts, senior technicians, engineers, and assistants, thereby consolidating public employment within the institution. The appointments, signed by the Deputy for Human Resources, Pilar Parra Ruiz, are published in the Official Gazette of the Province of Jaén number 177, dated September 11, 2026, pages 13484 and 13485 (reference 2026/4249).

The appointments are made in compliance with Article 62 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee. The announcement, issued by the Human Resources Area of the Council, includes positions filled through both internal promotion and open access, covering various professional classification groups.

Eight positions, eight resolutions

Each appointment is based on an individual resolution issued between June and August 2026. The designated personnel are distributed across the following groups and scales:

• Raúl Lago Delgado (internal promotion), Group C1, Special Administration Scale, Special Services Subscale, Trade Personnel Class, as Specialist Carver Official (Resolution 2609, of 07/31/2026).
• Juan Luis Plaza Díaz, Group A1, Special Administration Scale, Special Services Subscale, Special Assignments Class, as Senior Technician in Information Sciences (Resolution 2835, of 08/27/2026).
• Daniel Zafra Romero, Group A2, as Programmer Analyst (Resolution 2672, of 08/10/2026).
• Amelia Torres Ruiz, Group A2, as Programmer Analyst (Resolution 2680, of 08/10/2026).
• Pedro Ángel Moral Rubio, Group A2, as Programmer Analyst (Resolution 2682, of 08/11/2026).
• Juana Ortuño Martínez, Group A1, as Senior Technician in Procurement (Resolution 2834, of 08/27/2026).
• José Ángel García Ortiz, Group A2, Special Administration Scale, Technical Subscale, Middle Class, as Public Works Technical Engineer (Resolution 2697, of 08/12/2026).
• Caridad Castillo Garrido, Group C2, General Administration Scale, Auxiliary Subscale (Resolution 2184, of 06/25/2026).

Profile of the positions

The majority of the positions belong to the Special Administration Scale, Special Services Subscale, with technical and specialized assignments. Notable are three Programmer Analyst positions (Group A2), two Senior Technician positions (Group A1), and one Public Works Technical Engineer position (Group A2), along with one Specialist Carver Official position and one auxiliary position in the General Administration Scale.

Only the appointment of Raúl Lago Delgado is processed expressly through internal promotion; the rest are incorporated through open access. The resolutions were issued between June 25 and August 27, 2026, and the announcement is signed in Jaén on September 8, 2026.

Consolidation of public employment

With these eight appointments, the Provincial Council of Jaén reinforces its staff of career civil servants, reducing temporary employment and providing stability to key services such as IT, procurement, information, and public works. The publication in the official bulletin provides publicity and legal certainty to the processes, in line with the principles of merit and capacity that govern access to public employment.
