The Provincial Council of Jaén allocates 690,547 euros to drinking water in Larva.

The Provincial Council of Jaén has approved the modification of its Strategic Subsidies Plan for 2026 in order to incorporate a direct nominal subsidy of EUR 690,547.63 in favor of the Larva City Council, intended for the “Project to Improve Drinking Water Supply in the Municipality of Larva”. The agreement is published in the Official Gazette of the Province of Jaén, number 156, of 13 August 2026, pages 12581 to 12584, through notice 2026/3923, which includes Resolution No. 67, of 7 August 2026, of the Deputy-Delegate of the Municipal Services Area.

The total amount of the project amounts to EUR 773,212.88, of which the Provincial Council will contribute EUR 690,547.63 charged to budget item 2026.810.1610.76200.I/2025, called “Subsidy to Larva City Council for New Catchment and Bulk Water Supply”. The action is processed in file TCO-2026/91950, requested by the City Council, for the signing of a collaboration agreement between both administrations.

The modification of the Plan is necessary because the General Comptroller’s Office warned, in the audit of the file, that the action was not expressly included in the Strategic Subsidies Plan approved by Resolution No. 38, of 16 April 2026, of the Deputy-Delegate of the Municipal Services Area.

A subalveal water catchment in the Guadiana Menor

The subsidy will finance the works and installations of the new subalveal catchment in the Guadiana Menor river and the improvement of Larva’s bulk drinking water supply. The project includes:

• New subalveal catchment in the Guadiana Menor river.
• Conveyance and pumping of the captured water.
• Regulating tank.
• Booster pumping station.
• Power line and automation of the supply system.

The execution period is 11 months from the signing of the collaboration agreement, and the technical and economic monitoring will be the responsibility of the Directorate of the Municipal Services Area, after acceptance of the works and submission of the corresponding supporting account.

Guaranteed supply for 444 residents

The specific objective is to guarantee permanently and resiliently the provision of the mandatory public service of household drinking water supply to the population of Larva, eliminating structural shortages and seasonal increases in demand. The program sets three indicators:

• Volume of water captured and pumped into the municipal network.
• Continuity of supply, with the number of days of interruption or restriction in summer reduced to zero.
• Beneficiary population: 444 permanent residents plus the floating or summer population.

Procedure and legal framework

The direct grant is based on Article 22.2(a) of Law 38/2003, of 17 November, General Law on Subsidies, which recognizes such character for subsidies specifically provided for in the budget, while Article 8.1 of the same law and Articles 10 to 15 of Royal Decree 887/2006, of 21 July, regulate the content of the Strategic Plan. Article 41.5 of the Bases for Execution of the 2026 General Budget conditions the grant on prior inclusion in the Plan, and the competence to modify it corresponds to the Delegate Deputy by virtue of the delegation conferred by Resolution of the Presidency No. 436, of 4 July 2023. The resolution, signed in Jaén on 10 August 2026 by the Delegate Deputy for Municipal Services, Francisco Javier Perales Fernández, will also be published on the Transparency Portal of the Provincial Council.

With this subsidy line, Larva, one of the municipalities in Jaén with the greatest water supply difficulties in summer, takes a decisive step toward guaranteeing household supply: the new water intake on the Guadiana Menor and the improvement of the bulk supply system should eliminate the summer cuts suffered by its 444 residents and the floating population. The approval also reinforces the Provincial Council’s commitment to providing mandatory services in the province’s small municipalities.
