The Provincial Council of Jaén announces four vacancies for Official via open competitive examination

The Provincial Council of Jaén has announced four career civil servant positions in the Official category through an open competitive examination system. The call is formalized in Resolution no. 2995, of September 16, 2026, issued by the Deputy for Human Resources, Pilar Parra Ruiz, and published in the Official Gazette of the Province of Jaén (BOP) no. 182, of September 18, 2026, in the Local Administration section. The associated administrative file is ERH51-2026/11390.

Four positions and alignment with employment offers

The positions correspond to Group C, Subgroup C2, Special Administration Scale, Special Services Subscale, Trade Personnel Class, Official category, designated as Official. Their distribution by public employment offer is as follows:

  • Three positions included in the 2024 public employment offer (OEP 2024).
  • One position included in the 2025 public employment offer (OEP 2025).

The resolution is issued under the powers provided for in articles 34.1 g) and 34.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and following a proposal report from the Human Resources Management Service III. The deputy acts by delegation of the Presidency (Resolution no. 268, of June 9, 2026).

Requirements, fee, and submission of applications

Applicants must meet, among other requirements, Spanish nationality or nationality of a European Union member state, be at least 16 years old and not exceed the maximum compulsory retirement age, and hold a Graduate degree in Compulsory Secondary Education or equivalent. They are also required to possess the functional capacity to perform the position and not be in a situation of disqualification or disciplinary separation.

  • Examination fee: 10.20 euros, in accordance with the Regulatory Ordinance of the Fee (BOP no. 146, of July 31, 2018).
  • 50% fee reduction: persons with a disability equal to or greater than 33% without income exceeding the minimum interprofessional wage, job seekers during the three months prior to the announcement in the BOE, and general category large families.
  • 100% exemption: special category large families.

Applications shall be submitted exclusively through the Electronic Office of the Provincial Council of Jaén, within a period of 20 business days starting from the day following the publication of the summary of the call in the Official State Gazette. The deadline is extended to the next business day if it expires on a non-working day. After the closing date, the Presidency will approve the list of admitted and excluded persons, with a correction period of ten business days.

Two eliminatory exercises and qualifying tribunal

The process consists of two eliminatory tests:

  • Theoretical exercise: a multiple-choice test of at least 50 questions with four alternative answers, covering the common subjects of the program; it is valued up to 10 points and requires a minimum of 5.
  • Practical exercise: a case study with short or alternative answers, or a real exercise simulating the tasks of the position involving the handling of tools and machinery; it is valued up to 20 points and requires a minimum of 10.

The syllabus includes six topics on common subjects and fourteen on specific subjects, focused on graphic arts and bookbinding: offset printing, printed substrates, color theory, imposition, guillotine, folding machine, collator, stitcher, gluer, die-cutter, and occupational risk prevention, among others.

The Evaluating Board will consist of a presidency, three members, and a secretariat, all of whom shall be career civil servants of the Provincial Council appointed by the Presidency, with the secretariat having voice and vote. Between one exercise and the next, between five and forty-five business days must elapse.

Relevance for candidates in the province

The call opens a stable access route to provincial public employment in a skilled trades category, with a syllabus closely linked to the institution’s graphic arts workshops. Interested parties should note that the deadline does not begin to count from this publication in the BOP, but from the extract in the BOE, and that all processing is electronic. An optional appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Jaén.
