The Provincial Council of Jaén advances climate aid to more than 60 municipalities

The Provincial Council of Jaén has recognized the obligation for the advance payment of subsidies from the Provincial Plan for the Fight Against Climate Change (PPLCCC) to more than 60 municipalities in the province. The decision is formalized in resolution no. 396, dated September 22, 2026, published in the Official Gazette of the Province of Jaén no. 187, dated September 25, 2026, with reference 2026/4459.

The resolution is signed by the Delegate Councilor for the Area of Agriculture, Livestock, Environment and Climate Change, Isabel Uceda Cantero, by virtue of the powers conferred by the President (P.D. Resolution no. 260, dated 09-06-2026, BOP no. 119, dated 23/06/2026). The text recognizes the obligation in favor of the beneficiaries of the call for subsidies intended to implement the PPLCCC, aimed at the municipalities of the province of Jaén, 2026.

The call was approved by resolution no. 516, dated 26-11-2025 (P.D. Res. no. 431, dated 04-07-2023, BOP no. 143, dated 24/07/2023; Resol. no. 1864, dated 13/12/2024, BOP no. 243, dated 17/12/2024, rectified by Resol. no. 93, dated 13/02/2025, BOP no. 35, dated 20/02/2025), and its extract was published in BOP no. 229, dated 28-11-2025. The final award resolution, no. 334, dated 19-08-2026 (P.D. Resolution no. 339, dated 07-07-2026), was published in BOP no. 162, dated 21-08-2026.

Two lines of aid and nearly 700,000 euros

The agreement is divided into two lines with different budget allocations:

• Line 1: awareness, training, and citizen participation, charged to allocation 2026.012.1720.46200.
• Line 2: investments to improve mitigation, energy transition, and adaptation to climate change, charged to allocation 2026.012.1720.76200.

Altogether, the resolution lists 77 projects and commits approximately 700,000 euros. The maximum aid for Line 1 is 4,512.69 euros, while for Line 2 it reaches 14,250 euros.

Line 1: awareness and citizen participation

This line distributes its amounts among 29 municipalities and does not exceed 4,512.69 euros per project. Some of the projects and amounts are:

• Jódar: “Participatory action against climate change”, 4,512.69 euros.
• Orcera: “Integrated water management and digitalization. Awareness, information”, 4,450.00 euros.
• Mengíbar: “Circular Mengíbar”, 4,239.38 euros.
• Martos: “Protection of native fauna and fight against pests”, 4,227.50 euros.
• Andújar: “Connect and act for the climate”, 3,800.00 euros.
• La Carolina: “La Carolina Livestock Fair 2026”, 3,700.00 euros.
• Úbeda: “44th Úbeda Agricultural Machinery Fair”, 3,700.00 euros.
• Torreperogil: “25th Anniversary of the Andalusian environmental education workshop ‘Green Classroom’”, 3,420.00 euros.

Line 2: investments in energy, water, and biodiversity

The second line concentrates the highest-value actions, with 48 projects and grants of up to 14,250 euros. Among them are:

• Escañuela: “Escañuela, smart green”, 14,250.00 euros.
• Cambil: “Modernization of renewable energy lighting in the soccer field”, 14,100.00 euros.
• Marmolejo: “Bioclimatic rehabilitation and implementation of renewable energies in the Baldío livestock center”, 14,100.00 euros.
• Porcuna: “Installation of public lighting solar resource greenway II phase”, 13,950.00 euros.
• Castillo de Locubín: “Improvement of energy efficiency of the lighting in the soccer field”, 13,950.00 euros.
• Segura de la Sierra: “Solar lighting, recovery and regeneration of degraded space”, 13,698.54 euros.
• Jaén: “Reforestation and biodiversity in the urban environment of Jaén”, 13,680.00 euros.
• Baeza: “Acquisition of electric truck for separate biodiversity collection”, 13,110.00 euros.

Advance payment without guarantee

Article 19 of the call, which regulates the payment of the grant, provides that it be transferred as an advance payment, prior to justification and without the obligation to establish a guarantee. The resolution orders the notification of the award resolution in the stipulated manner and its publication in the Official Gazette of the Province of Jaén and on the website of the Provincial Council.

With this recognition of obligation, the beneficiary town halls will be able to use the money before executing and justifying their climate projects, which accelerates the implementation of energy saving, water management, and biodiversity protection actions in the municipalities of the province.
