The Provincial Council of Jaén expands its subsidy plan with three new lines

The Provincial Council of Jaén has approved a new expansion of its Strategic Grant Plan for 2026, incorporating three lines of aid funded through extraordinary credits. The decision, adopted by the Deputy for Economy, Finance, and Municipal Assistance, Pilar Parra Ruiz, via Resolution no. 10782 of August 17, 2026, is published in the Official Gazette of the Province of Jaén number 160, dated August 19, 2026 (reference BOP-2026-3965).

The measure adapts the strategic planning of the Economy and Finance Area to the new budgetary reality of the fiscal year, following the approval of several extraordinary credit files and the emergence of public, social, educational, and training needs of public interest not foreseen in the initial approval.

Regulatory Framework and Background

The original plan was approved by Resolution no. 3420, of March 16, 2026, and published in BOP no. 55 of March 20, 2026. A first expansion was approved by Resolution no. 5942, of May 13, 2026, published in BOP no. 94 of May 18, 2026.

The new expansion is based on the extraordinary credits approved in the provincial budget for 2026 and on the provisions of Article 8 of Law 38/2003, of November 17, General Law on Subsidies, and Articles 10 and following of Royal Decree 887/2006, of July 21, which require adequate strategic planning of subsidy activity.

New Grant Lines

The resolution incorporates two new lines and modifies a third:

• COSITAL Jaén Grant (application 2026.120.3260.48001): annual fee to the General Council of SICAL Colleges and training actions, for the amount of €6,000.00, funded by extraordinary credit file no. 4 (BOP no. 4, of June 30, 2026). Beneficiaries: Secretaries, Auditors, and Treasurers of the City Councils of the province.
• Santo Rostro Diocesan Teaching Foundation (application 2026.120.3260.78000): remodeling and climate control of a childcare center classroom, for €8,000.00, charged to extraordinary credit file no. 6 (BOP no. 145, of July 29, 2026).
• Ciudad de Linares Football Club: grant for the organization of the IV Ciudad de Linares International Tournament, requested on July 16, 2026 (registry no. 94889) for the amount of €4,000.00.

Additionally, the total cost of the line “Support for non-profit institutions. Grants to entities and associations” is increased to €13,000.00, to address new actions of provincial interest that have arisen during the fiscal year.

Objectives and Monitoring

The new lines are granted under a direct and nominative concession regime, by resolution of the Deputy Delegate of the Area, in accordance with Presidential Resolution No. 272, of June 9, 2026, on the delegation of powers. Material execution corresponds to the Economy and Finance Service, with the support of the Expenditure Office.

Monitoring will be carried out through indicators such as the number of attendees and training actions carried out, the number of minor beneficiaries, the percentage of budget execution, and repayments or refunds at the initiative of the recipient.

The modification will be published in the National Grants Database, in the Official Provincial Gazette, and in the Transparency Portal of the Provincial Council, in accordance with Article 13 of Royal Decree 887/2006 and Base 41.5 of the Budget Execution Bases for 2026.

The expansion reinforces the training of Local Administration officials, early childhood education, and provincial sports, three key areas for the citizens of Jaén. With these new lines, the Provincial Council consolidates its commitment to strategic planning and transparency in the management of public funds.
