The Provincial Council of Jaén expands Equality grants for 2027

The Provincial Council of Jaén has approved the modification of the Strategic Grant Plan of the Area of Equality, Social Policies, and Youth to increase the financial allocation of five early-processing actions charged to the 2027 fiscal year. The agreement is published in the Official Gazette of the Province of Jaén No. 181, dated September 17, 2026, in the Local Administration section, under official reference 2026/4346. The resolution bears the signature of the delegated deputy Francisca Medina Teba and is dated in Jaén on September 15, 2026.
The current Strategic Plan was approved by Resolution No. 224, dated February 27, 2026, by the Delegated Deputy of the Area of Equality, Social Policies, and Youth, and was published in the BOP of Jaén No. 42, dated March 3, 2026. That document already included the early-processing actions planned for call during 2026 charged to the 2027 budget, including those identified as A.1.1, A.2.1, B.1.1, C.1.1, D.1.1, F.1.1, and G.2.1.
The modification responds to the forecast of greater budgetary credit in certain expenditure applications and the need to adjust the coding of one of the actions. The calls are processed in advance; therefore, the award resolution and the creation of financial obligations are subject to the effective approval of the credits in the 2027 budget year.
The five actions receiving more credit
The agreement increases the allocation of five 2027 budgetary applications, all funded with own resources:
- A.1.1, Grants for the Maintenance of Elderly Day Centers: from 100,000 to 103,500 euros (+3,500 euros).
- A.2.1, Grants for Immigrant Shelters and disadvantaged groups: from 236,000 to 244,260 euros (+8,260 euros).
- B.1.1, Grants for care programs for children of seasonal workers and other care programs for childhood and family: from 400,000 to 414,000 euros (+14,000 euros).
- D.1.1, Grants for Social Programs: from 442,000 to 582,000 euros (+140,000 euros).
- G.2.1, Financial assistance plan for municipalities regarding youth (RECPTJ): from 428,571 to 435,713.85 euros (+7,142.85 euros).
The total increase amounts to 172,902.85 euros. Action D.1.1 accounts for the largest increase, justified by the fact that it also incorporates the grant line to support the development of Local Childhood and Adolescence Plans, which was previously framed under action F.1.1.
Change of coding without variation in amount
Action C.1.1, Financial assistance plan for municipalities regarding equality, modifies its application numbering: it changes from 2027.961.2310.462.00 to 2027.961.2320.462.00, maintaining the same name and purpose. Its budget remains at 180,000 euros.
According to the published text, the changes in allocation and coding do not alter the general or specific objectives of the Strategic Plan, nor the planned actions, evaluation indicators, or funding sources, and are limited to the updating of credits and the indicated application.
New lines in action F.1
The modification also reorganizes the objective scope of action F.1, framed within the specific objective “6. Promote social participation and solidarity initiatives.” The line destined for Local Childhood and Adolescence Plans is removed from this scope and integrated into action D.1.1.
In its place, the call for grants to city councils under a non-competitive concurrence regime, which will be published in the fourth quarter of the year, will comprise three lines:
- Community intervention programs for situations of unwanted loneliness.
- Social Mentoring programs.
- Intergenerational programs.
The budget for action F.1.1 does not vary with this reorganization and remains at 185,000 euros, charged to application 2027.940.2310.462.05.
Publication and effects
The agreement provides for the full publication of the modification in the Official Gazette of the Province of Jaén and on the Transparency Portal of the Provincial Council, for general knowledge and appropriate effects.
The decision directly affects the city councils and groups in the province that apply for these aid lines, as it sets the maximum amounts available for the calls that will be resolved next year. Social programs, care for children and the elderly, and financial assistance to municipalities regarding equality and youth will thus have more budgetary leeway, although the actual collection of the aid will depend on the final approval of the 2027 credits.
