The Provincial Council of Jaén opens the Directorate of the Presidency Area for free appointment

The Provincial Council of Jaén has announced the definitive provision, via free appointment, of the position of Director of the Presidency Area, a singularized management position within the Job Position List (RPT). The call and its bases are published in the Official Gazette of the Province of Jaén number 181, dated September 17, 2026, with the official reference 2026/4355.
The decision is formalized through Resolution no. 2994, dated September 16, 2026, issued by the Deputy for Human Resources, Pilar Parra Ruiz, acting by delegation of the Presidency (P.D. Resol. no. 268 of 06/09/2026). The call’s file is FPS-2026/71, processed by the Human Resources Area of the provincial corporation.
A singularized management position in the RPT
The position is listed as vacant in the current Job Position List of the Provincial Council of Jaén and its autonomous bodies, with indistinct assignment and a provision procedure by free appointment. Its characteristics according to the RPT are:
- Position code: 1.1.6 110.
- Designation: Director of the Presidency Area.
- Location: Presidency Area, city of Jaén.
- Classification group: A1; destination level 30.
- Specific supplement: 17,588.76 euros.
- Working day: F5; competency profile Management, with Command and Direct Attention (DMAT).
Its functions include defining and planning the area’s strategies, leading and coordinating teams with a gender perspective, managing material, technological, and economic resources, evaluating performance and results, and promoting administrative simplification and transparency.
Ten business days and exclusively via electronic means
The deadline for submitting applications is ten business days starting from the day following the publication of the call in the Official Gazette of the Province. Applications and documentation must be submitted exclusively through the Electronic Office of the Provincial Council of Jaén (https://sede.dipujaen.es/Convocatorias), and participating personnel are required to communicate via electronic means.
Along with the application, documentation proving compliance with the requirements and a curriculum vitae detailing merits regarding qualifications, training, experience, knowledge, and technical and management competencies must be provided. Personnel employed by the Council and its autonomous bodies will have the documentation available in their personal file attached ex officio.
Requirements, selection, and appointment
Career civil servants of the State, the autonomous communities, local entities, or those with national authorization, belonging to bodies or scales of subgroup A1, may participate. However, given the indistinct assignment type of the position, management personnel may be appointed who, while holding an official university degree (licenciatura, grado, or equivalent), do not hold the status of a civil servant.
Selection will be based on the principles of merit, capacity, and publicity, with discretionary assessment of the suitability and competencies of the candidates. The selected person will be proposed by the deputy of the area to which the directorate is assigned, and the appointment will be made by the Presidency through a reasoned resolution, which will be published in the Official Provincial Gazette. The call for applications may be declared void with express justification.
Resolution and Assumption of Office Deadlines
Once the application period has ended, a resolution will be issued with the provisional list of admitted and excluded persons, with ten business days for correction from its publication on the Notice Board of the Electronic Office. The maximum resolution period is one month from the day following the end of the application period, extendable with justification for up to one more month, and the assumption of office will be formalized within that maximum period.
An optional appeal for reversal may be filed against the resolution within one month before the Presidency of the Corporation, or a contentious-administrative appeal within two months before the Contentious-Administrative Section of the Court of First Instance of Jaén, provided they are not filed simultaneously. The call is supported by article 32.bis of Law 7/1985, of April 2, regulating the Bases of Local Regime, article 13 of Legislative Royal Decree 5/2015, of October 30, and articles 21 and 128 of Law 5/2023, of June 7, on the Public Service of Andalusia, among other regulations.
The filling of the Directorate of the Presidency Area is relevant because it is one of the positions of greatest responsibility in the management structure of the Provincial Council of Jaén, reporting directly to the Presidency and having competencies over strategic planning, unit coordination, and resource management of the area. Furthermore, the process sets a window of ten business days to apply and limits submissions to electronic means; therefore, any interested person must complete their application in the Electronic Office within that calendar.
